  3. HRM Activities • Job analysis (skills required for ORW, PE) • Human resource planning (number of ORW, PE required) • Recruitment (selection of ORW, PE) • Performance appraisal • Staff development

  4. TI Staff Positions As per the NACO HR policy guidelines, TIs have the following staff members: • Project Manager/Coordinator • Counsellor • Accountant • Outreach Worker • Peer Educator • Office Support Staff • Doctor (part-time)

  5. Job Responsibilities in TI

  6. Programme Manager (PM) • Sets the targets for ORWs, PE and other TI staff members • Develops the weekly plan • Conducts weekly reviews • Visits the field regularly • Reviews the performance of ORW, PE and other TI staff members • Prepares and submits reports to SACS/TSU • Ensures timely payment to staff members • Ensures the availability of condoms, medicines, IEC materials, etc. • Builds the capacity of staff members

  7. PM - Monitoring & Evaluation • Makes regular field visits • Fills the monitoring and CMIS form • Prepares and submit timely reports to SACS/TSU • Ensures that targets are met • Regularly analyzes the data and provides feedback to the programme staff

  8. Counsellor/Nurse/ANM • Patient management - ensures partner notification and follow-up of recurrent cases  • Maintains case records • Provides crisis-counselling • Accompanies referrals • Counsels for drugs/alcohol • Conducts group therapy sessions • Builds confidence in HRGs • Does pre and post-test counselling • Conducts community-counsellingprogrammes • Meets with the community and staff members  • Records feedback from the community 

  9. Doctor (part time) • Provides treatment - General, STI, HRB, Opportunistic infections   • Takes exposure history from patients  • Advices for investigation and referral • Participates in the Clinic Management Committee and incorporates the community’s feedback in providing clinical services • Motivates patients regarding follow-up and partner notification

  10. Outreach Worker • Is responsible for 250 HRG and 4 PEs • Prepares the weekly plan  • Regularly visits the field  • Conducts weekly reviews • Ensures the supply of condoms and IEC materials to PEs in the field • Prepares reports • Conducts group sessions  • Builds rapport and networking amongst partner NGOs • Identifies peer volunteers,  stakeholders, condom outlet • Facilitates capacity-building of peer volunteers   • Maintains stock (medicines, condoms, IEC materials)  • Records  feedback  from  the community

  11. Peer Educators • Prepares a list of all the HRGs • Develops the micro plan • Distributes condoms, NSEP and creates awareness amongst community members • Identifies new and young sex workers • Conducts FGDs • Motivates community members to use the services & visit the clinic/DIC • Follow-ups with community members • Accompanies referrals to VCTC, DOTS & other health care  services • Participates and conduct events

Accountant/ Administration • Visits the field once in a week  • Disburses salaries  • Prepares appointment letters for new staff in consultation with the Programme Manager • Maintains indent file, requisition slip, order file, quotation file, chalan, cash book, voucher file, rent and service charges file, office operating cost file, communication (telephone/T.A.), bank transaction, and record daily flow chart  • Prepares statement of accounts/monthly financial reports • Prepares annual statement of expenditure for submission

  13. Conclusion • Effective management of human resource is the key to a successful programme • OGs clearly mention the responsibilities of each staff member • Each staff member should sincerely carry out their duties • It is possible to work collectively towards reducing HIV/AIDS
