  2. What is the Framework? • The Framework is the Governments National Assessment Framework for Education and Training

  3. What is it used for? • It informs learner and employer choice • It drives quality improvement • It provides a common, consistent performance assessment system • It will inform purchasing decisions – the purchasing decisions of employers, learners, the SFA and subsequent funding bodies

  4. What this means for us? • The outcomes of the Framework will be published • The Framework will measure the quality and responsiveness of provision for all learners and employers • The outcomes of the Framework will be used to make purchasing decisions by agencies/employers

  5. Grades • OFSTED Inspection grades and Framework grades historically separate • Framework scores are annual, as opposed to OFSTED grades which can be out of date

Structure of Framework 9 Performance Indicators: • Learner Views • Learner Destinations • Employer Views • Qualification Success Rates • Financial Health • Financial Management and Control • Delivery of Funding allocation or contract value • Funding per successful outcome • Provider-level cost per weighted SLN

  8. Learner Views • 15th November 2010 – 27th May 2011 • The number of learner views returned must be sufficient for a grade to be provided! • Online Survey available at: www.ipsos-mori.com/learnerviews

Implementation of Learner Survey • Our commitment • To provide all relevant details to enable survey access to Train to Gain candidates within scope, based on criteria ie candidates those who's planned end dates are within the survey timescales • Name: John Smith • Your learner codes: eg A123123123 • Provider code (UKPRN): eg 12345678

  10. Implementation of Learner Survey • Provider Commitment • Accredited centres encourage/enable candidates to complete on-line survey as they approach the end of their programme of study

Implementation of Learner Survey • A list detailing all TtG candidates eligible for the survey will be provided on 7th December • A further list detailing candidates whose planned end dates are approaching will be sent 2nd Monday of each month • Accredited centres must actively encourage these candidates to undertake the survey and ensure they are provided with the relevant access information

  12. Implementation of Learner Survey • 11 – 15th April 2011 the Academy will provide details of all TtG candidates whose planned end date is post 27th May 2011 • These candidates must be encouraged to complete the survey before the closing date 27th May 2011

Main survey questions… • How good or bad was the information you were given when you were choosing your course? • How good or bad was the help staff gave you in the first few weeks? • How good or bad is the teaching on your course? • How good or bad is the respect staff show to you? • How good or bad is the advice you have been given about what you can do after this course? • How good or bad is the support you get on this course? • How good or bad is the provider at listening to the views of learners? • How good or bad is the provider at acting on the views of learners? • Overall, how good or bad do you think the provider is?

New for 2010/11 • This year providers will have the option of asking their learners to answer a small number of questions towards the end of the survey at a Learning Aims level. These responses will not contribute towards the final score but we will feed the results back to each provider, benchmarked against the responses of all learners who are taking that learning aim across the country. • Learnersmustbe given their Official Learning Aims code in advanceName: John Smith Our provider code: 12345678 Your learner code: A123123123 Your course codes: 50086959 (Hairdressing Reception Duties) 50090513 (Women’s Hairdressing (QCF)) 50036804

  15. Employer Views Survey

  16. Employer views Survey • The survey will run from 11th January 2011 to 7th February • After this date the Skills Funding Agency may decide to contact some employers by telephone. This would happen in March.

  18. Employer Views Survey Prior to, and during, the Employer Views survey, providers should make their employers aware of the Employers Views survey and the benefits of participating. Namely, that it will generate nationally comparable information on employer’s views of the training they receive.
