Wrap up of Working Group 4:Storage and disposal of disused sealed radioactive sources Workshop on implementation of a national cradle-to-grave control system for radioactive sourcesIAEA, Vienna, 13 – 17 March 2017
Working group 4 • Designing and upgrading storage facilities • most issues on storage facility design concerned on how to upgrade older storage facilities • particular questions were raised on the monitoring equipment for storage facilities, the ventilation system and the fire protection strategy
Working group 4 • Safety case and safety assessment • for storage and disposal facilities • operational safety and long-term safety • for operators (developing safety case and safety assessment) and for regulators (reviewing safety case and safety assessment) • guidance in defining source acceptance criteria • equipment, tools and expertise to do source characterisation
Working group 4 Safety case and safety assessment • 15-19 May 2017, Indonesia: Development, Revision and Implementation of the Safety Case and Safety Assessment • 12-16 June 2017, Argentina: Regulatory Review of the Safety Case
Working group 4 • Source conditioning • request for conditioning campaigns using the Mobile Hot Cell or Mobile Tool Kit • assistance in developing conditioning facilities and training in operating these facilities
Working group 4 • More “practical” information on the DSRS borehole disposal concept • request to “witness” or learn from the borehole disposal projects in Ghana and Malaysia
Working group 4 Funding mechanisms for source management • how to charge users for the management of DSRS ? • how to take account of possible future cost for disposal ? • how to avoid that charging for source management will be an incentive for “getting rid of the DSRS” ? • 22-26 May 2017, Vienna: Technical Meeting on “Costing methods and funding schemes for radioactive waste disposal programmes” • publication of TECDOC foreseen for 2018 • e-learning module is planned to be developed
Working group 4 Establishing a source inventory • what software tools or management systems can be used to build and maintain a source inventory ? • how to deal with historic sources for which documentation is missing ? • 5-9 June 2017, Cuba: Inventory Verification and Records Keeping
Working group 4 • Stakeholder involvement and communication • how to set up a dialogue with the public and other stakeholders about the source management programme and the siting of storage or disposal facilities ? • how to deal with transboundary issues ? • publication of TECDOC “Communication and Stakeholder Involvement in Radioactive Waste Disposal” foreseen for 2018 • e-learning module on stakeholder involvement is being developed
Working group 4 • Management systems supporting source management • quality management systems
Working group 4 • General recommendation • meeting participants expressed a need for focused and hands-on trainings, possibly supported by case studies or some exercises
