Enhancing Governance Monitoring in Rwanda

This project aims to address fragmented governance initiatives in Rwanda by establishing a Joint Governance Framework, setting clear benchmarks, promoting accountability to citizens and international community, and ensuring poverty reduction through continuous dialogue and review of progress. This initiative involves harmonizing existing efforts, conducting joint studies, and integrating governance monitoring into the EDPRS.

  1. Working Group Development of a National Framework for the Monitoring of Governance Issues

  2. Issues • Existence of fragmented & uncoordinated initiatives on governance • No clear framework for assessing performance in governance (no clear benchmarks & indicators) • Hostile & subjective international assessments

  3. Response • Setting up of a Joint Governance Framework (Govt. & DPs framework for dialogue on governance)

  4. Objectives of JGF • Accountability to int’l community & Rwandan citizens • Poverty reduction • Continuous dialogue & review of progress

  5. What needs to be done? • Agreed definition of “Governance” • Internationally credible independent assessment of Rwanda (show gaps) • Draw up a JGF with clear benchmarks & indicators • Set up a Joint Monitoring Framework for governance • Integration into the EDPRS NB – Build on existing initiatives (APRM, EDPRS, EU Benchmarks, MCC, etc.)

  6. How? • Establish a Joint Steering Committee chaired by MINALOC • Carry out a set joint studies to underpin the JGF (scoping study to identify gaps and action plan) • In depth analysis

  7. Harmonization of on-going initiatives • All DPs agree to harmonise on-going initiatives and align to JGF process • Recommended AfDB to align Governance Profile to this process • DPs not yet signed up to the Working Group should sign up • Steering Committee will be convened as soon as possible

  8. Important! • Rwanda’s case provides an opportunity to push the boundaries on the principles of assessing governance. It could be an innovation.
