EES Consulting ProCost Version 3.0 Modifications RTF Update Kevin Smit Kelly Tarp 425-889-2700 A registered professional engineering corporation with officesin the Seattle, Bellingham, and Portland metropolitan areas Telephone (425) 889-2700 Facsimile (425) 889-2725
What is ProCost? • It’s the Council’s energy efficiency measure cost-effectiveness model • Calculates costs and benefits for EE measures • Produces a wide range of results, from different perspectives • Developed in MS Excel using various worksheets and the Visual Basic macro functions. • Who uses ProCost? • The Council: to develop the supply curves for the regional power plans • The RTF: for measure and program cost-effectiveness analysis • Others including utility personnel, consultants, etc. • The current version is “2.3 Build 257f”
ProCost Structure The main ProCost file contains the ProCost VB macro and performs all the calculations. The MC_And_Loadshape file contains data that is read into ProCost. Excel Workbooks Excel Worksheets
Overall Objectives of V3.0 • ProCost Functionality Changes: • Early Retrofit Measures – savings value changes within the measure lifetime • Simultaneous Calculations for Retrofit and Lost Opportunity Measures – enable different risk credit values for each • Marginal Line Losses – line loss varies by time segment and conservation load shape • Periodic Replacements Costs – End Effects • User-defined Time Segments Up to 8760 Hours per Year • Documentation • User’s Guide • Reference Manual
Simultaneous Retrofit and LO • Lost opportunity measures have higher avoided cost threshold (more valuable to acquire if lost otherwise) • Requires two input values for the Risk Mitigation Credit • New input row in “ProData”, Utility System Parameter section • New Column on measure input/output worksheet:
Periodic Replacement Costs • End effects for periodic replacement costs – not in V2.3 • Added the capability to correctly handle the short remaining portion prior to the end of measure life. Used same partial replacement method used for capital cost end effects • Impacts of the following not shown: • Present value time zero • Input cost reference year • Program start date • Sponsor shares
Early Retrofit Capability: Measures installed prior to the end of the useful life of pre-conditions baseline Two savings values within a measure life Remaining Useful Life
Marginal Line Losses • Marginal line losses not in V2.3 • Added the capability to handle marginal line losses by time segment(approved by RTF in 2008)
Marginal Line Losses (cont.) • Changes to user input • Results comparison
User Defined Time Segments • Version 2.3 uses Monthly by 4-Segment = 48 bins/year • Added capability for up to 8760 (hourly) time segments • Key Components: • For testing, EES generated 8760 data from 48 segment data • Restructured MC_AND_LOADSHAPE format • Load shapes, load factors, and coincidence factors for user defined time segments developed under a separate RTF effort • Separate MC_AND_LOADSHAPE file for each segment type (e.g., 48 and 8760 segments) • New header in MC_AND_LOADSHAPE
User Defined Time Segments (cont.) • Challenges: • MC_AND_LOADSHAPE file size • Current model requires 8760 segments X 20 years for each load shape • Separate MC file for each segment type (e.g., 48 and 8760 segments) • Current 8760 segment MC file contains just 3 load shapes for testing plus all 20 year price forecasts (65 MB) • Suggested calendar function will reduce data to a single year X 8760 segments • Estimated file size = 64 MB (1 year X 8760 segments X 200 load shapes) • Additional options to reduce file size by condensing data to 1 worksheet • 8760 runtime • MC file takes approx. 45 sec. to open + additional 45 sec. to run ProCost • Static versus dynamic arrays – kept static, but using dynamic could improve efficiency • Precision – reduced arrays to single precision from double
Testing 8760 Capability • EES completed initial testing against 48-bin an analysis • Council staff testing impact of change • Initial findings to be reported on Feb 20, 2013
Documentation • User’s Guide • How to use ProCost • High level “getting started” guide • ProCost Reference Manual • How ProCost works • Every thing else about ProCost
What’s Next? • Prior to 3.0 Release • Integrate the new conservation load shape data and calendar function • Stabilize the ProData interface • Additional testing and developing of test cases • Cost reference year, 2006 • Longer Term Items • New MC file format • Source review • New capability for capacity and peak kW • Batch processor tool • Online version
