Why Block monitoring Visits are required ? • RMNCH+A strategic approach envisages integrated planning, implementation and monitoring of the RMNCH+A interventions across high priority districts with support from Development Partners, State and District Programme Management Unit. Block is envisaged as the primary unit for implementation and management of RMNCH+A interventions.

  3. Purpose of Block Monitoring Visits is to : • Make a quick assessment of the infrastructure, human resources, and provision of services (both at facility and community level) ; • Assess service delivery (quality and coverage) at block level; • Review progress of community outreach and community/home based interventions; • Validate the data reported into HMIS; andgauge the client (beneficiary) satisfaction level with RMNCH+A services.

  4. Steps in Block Monitoring Visit: 1. Formation of Block Monitoring Teams: BMV should be conducted jointly by government representatives from district and state, and where directed by the SPMU, experts, resource persons from mentoring institutions and NGO representatives may also be part of the team. BMV Teams comprising of DRCHO/ADHO/MO DTT , NRHM team member (DPM, M&E officer, District ASHA coordinator), District Quality Assurance monitor, Unicef District Monitor (Consultant).BMV team should be lead by Senior person or DRCHO. 2. BMV Schedule : • The schedule of visit for one year shall be drawn up so that the District Monitors can incorporate it in their monthly work plans and availability of all team members is ensured. • BMV schedule is to be prepared so that each block can be visited at least three times in a year. • District Monitors, assigned by Development Partner (Unicef) should ensure that TWO blocks should be visited each month in high priority district. • The dates for block monitoring visits should be informed in advance to all team members. 3. Block monitoring Visit: • Duration of Block monitoring visit for each block should be 3-4 days. • All the L1 (Sub-center), L2 (PHC/Non FRU RH) and L3 (FRU/SDH/DH/WH) delivery point facilities from concerned block assessed during gap analysis should be visited. • Facility action plan with timeline should be prepared after visit to the delivery point facility.

  5. Block Monitoring Visit Schedule:

Visit the Delivery point facilities with checklists. • Inspect the service areas like labour room, OT, Wards, medical store etc. and identify the gaps using checklist. • Fill the appropriate checklist for the facility assessment • Provide onsite supportive supervision for the identified gaps. • Notify the gaps to head of the institute. • Prepare facility action plan with timeline in the presence of head of the institute with consensus. • Submit the signed copy of action plan to DHO/CS. What the team is expected to do during BMV ?

District Monitors, along with the team members are expected to prepare a visit report that includes: • Facility Action plan:should include major actionable points & level at which the action is to be taken (i.e. facility, block, district or State). Example : • Stakeholders (Development Partner/s, DPMU, SPMU, other experts or resource persons, NGOs) responsible for providing technical support along with timelines; and • Actions taken on previously identified bottlenecks and visit reports.

  8. Observations from the block monitoring visit should be shared and reviewed in District review meeting every month under the chairmanship of District magistrate and/or CEO ZillaParishad. • Monthly Report of the Block monitoring visit to be submitted every month to State RMNCH+A Unit at SFWB Pune in prescribed format on 3rd of next month on email- call2action@rediffmail.com
