June 2006 • Government Discussion Paper on a Precinct Management Model • The discussion paper is not a 3C paper. • It has been prepared by the Government Coordinating Group in response to the requirement to provide a draft legislative/regulatory model on how the 3C recommendations and related Government decisions could be implemented. • 3C’s role is to facilitate broader stakeholder discussion on a draft model.   • The paper outlines eight objectives for new and/or amended legislation for  establishing and regulating precincts.   7. Allow for the creation of designated precincts and buffer zones and ensure these are protected for the long term Allow for a process to create further precincts for hazardous wastes in the future Describe the process to define hazardous waste Allow for the creation of mechanisms that enforce and administer the treatment of these hazardous wastes in precincts. Allow for a process to identify hazardous waste treatments that are unacceptable for precincts Allow for the creation of a mechanism to grant exemptions to the need to treat a waste in a precinct (under regulation) Prohibit treatment of hazardous wastes in all areas of Western Australia except those defined under the 3C draft Decision Tree model Provide the Ministerial powers to set timeframes for existing treatment companies to comply with the above June 2006 5 November 2005 Legislative Objectives (cont.)
