Implementation Approaches Conclusions A Voluntary Program has Several Advantages: • Utilize Market Forces to Place Value on Energy Efficiency • Less Cost for Local, State and Federal Governments • Easily Adoptable as Mandatory Programs by Local and State Governments at Low Cost
