    1. Introduction to Social Service Standards and Program Evaluation Central Territory Social Services Department

    2. Goals/purpose of orientation • Become familiar with the new National Social Service Standards and resources • Understand the benefits of evaluation for programs • Learn about the model we use for evaluation self-study, site visits and certification

    3. Participant Introductions Join a group as instructed by the facilitator Introduce yourself briefly for now: • Name • Current job, position or title • Your experience with the Territorial's evaluation process

    4. History of project • TSA has long history of standard development - Basic Standards for Residential Programs - Supplemental Standards for Day Care - Silvercrest/ARP Standards (West) - Central and Canada/Burmuda Territories

    5. History of project • Development of National Social Service Standards - Critically analyzed 6 national accreditation manuals - Roughly 100 officers/staff provided consultation on project through Survey Monkey - Standards written/indicators developed • National Social Service Commission approved standards and use as a pilot in 2008/2009, Program Commission and Commissioners Conference will be asked to approval once modifications are made • Review process is modeled after existing TSA certification programs (Central Territory)

    6. What’s been done? • Standards Manual – following research and input standards were rewritten. Changes to chapters and designations • Self-study tool - Indicators added to measure whether a program is meeting the standards • Synopsis of Standards (overview) • Orientation Manual – materials from Central and Canada incorporated for orienting programs, evaluators and leadership • Lotus Notes database being updated

    7. Benefits of standards • Provide critical benchmarks to measure program performance • Caring and compassionate service delivery • Accountability • Means to identify high risk/critical issues • Increases communication between THQ/DHQ and program

Benefits of standards continued… • Guide for future planning and program development • Shape or inform quality improvement efforts • A process for ongoing staff training and development • A way of celebrating excellence and identifying best practices • Means by which to increase consumer and community confidence in our programs • Will orient and educate advisory board members about our service

    9. Five types of program evaluation • External accreditation/THQ pastoral care review • TSA Consultation for programs needing help getting ready for a full review • TSA Certification for SS programs (THQ) • TSA Certification renewal (THQ/DHQ led) • TSA Small corps/program reviews (DHQ)

    10. Focus of evaluation • Catch people doing things right • Affirming, supporting, encouraging staff • Provide guidance, technical assistance and resources to help improve programs • Challenge program staff to raise performance • Identify best practices

    11. Phase I: Initial planning • Site selection • Notifications/scheduling • Developing site visit schedule • Initial orientation • Team development • Travel and accommodation arrangements

    12. Evaluator Roles • Territorial Evaluators • Divisional Social Service Directors and/or Program Consultants • Peer Reviewers and Contract Consultants

    13. Phase II: Preparing for the review • Introduction to self study tool • How to completing the self study and attachments and timeline • Develop the review schedule • Instruction on how to use the Lotus Notes evaluation database

    14. Synopsis of Program Standards • Organization, Governance and Administration • Community • Personnel Management • Service • Pastoral Care • Finance and Contract Management • Facility and Equipment • Planning and Evaluation • Safety and Risk Management

    15. Introduction to Self Study Tool • Provides an essential list of indicators from which to measure a program against the standards • Program rates itself on every standard • Tool includes checklists for personnel records, case records, facility and property

    16. Standard designations • Required standards (R) • Regular standards • Divisional or shared standards (D or S) • Best practice standards (BP)

    18. Exercise: Completing the Service Section • Open your packet to the Service Section of the self-study tool. • Try to fill out this section • The presenters will be available to field any questions.

    19. Completing the self study • Programs will have lead time of 4-6 months to complete document • Programs have option to receive orientation • Team approach to self study completion • Lotus Notes Evaluation Database has resources to assist

    20. Introduction to Small Corps/Program Review Tool • To be used for basic emergency service programs (Family services, case management, housing counseling (possibly), food pantries, etc… • Review tool = all required standards in each chapter • One day review process conducted by divisional staff • Programs with less than $100K budgets should be considered for this type of review

Certification • Bronze (70%+), Silver (80%+) or Gold (90%+) • Programs going through a consultation will receive a follow up the next year for certification. • Certification is good for three years • THQ begins recertification process at beginning of 4th year • Benefits include potential for staff development training, eligibility for territorial social service awards
