SMALL WIND SITUATION IN SPAIN • Wind turbines with outputs below 100 kW, are only used for electricity generation in isolated environments. • Waste of great potential for discharges to the grid. • Renewable energy has great potential but must overcome the existing barriers: LEGISLATIVE PREVENT sector development even though there are appropriate Spanish technology and manufacturers. SITUATION IN SPAIN : BARRIERS TO DEVELOPMENT Specific legislation : Inexistent B.2 group including: facilities using only wind as primary energy (RD-661/2007 ) • LEGISLATIVELack of: • Regulatory and remuneration framework. • Rules of grid connection proper to small wind facilities. • ADMINISTRATIVELocal regulations and permits are excessive and poorly defined. • CCAA ,Councils ,Municipalities,industry, are unaware on how to proceed. • Currently, if you want to connect an installation to the grid: -Administrative processing as photovoltaic requirements <100kW. -Procedures as for high-power wind farms Development of reliable technologyat competitive costs PREVENTS Market activation

SITUATION IN SPAIN : BARRIERS TO DEVELOPMENT • TECHNOLOGY • Dealing the small wind as the great wind even when there are clear differences in technology and costs. • Lack of standardization and mass production technology that allows lower prices. • SOCIETY • Need for acceptance by the society of this relatively new technology.Information and Awareness Campaigns • enhance penetration in urban environments increase their use in markets already entered

  7. PROPOSALS FOR DEVELOPMENT OF MINI WIND SECTOR 1. Specific and different regulatory framework from the big wind. 2. Specific retributive adjustment system. 3. Redeem projects / facilities in a period not exceeding 2/3 of the equipment useful life. 4. Limit the economic return per year (KW subsidized). 5. Regulating system to prevent large facilities. 6. Supply point previously contracted with the supplier company. 7. Limiting the installed power to 150% of the supply contract. 8. Values complying with noise and safety regulation. 9. Safety Regulations for connection to the grid. 10. Establish a simplified administrative process, to streamline administrative procedures .

BYLAW MODEL Small wind installations Bylaw (From APPA)Objectives: -Develop a generic bylaw for small wind installations, in order to facilitate the installation and construction of small wind energy systems at the municipal level, both for municipal buildings and private owners, subject to reasonable restrictions to preserve the public health and safety. Motivation: -Unify criteria and to ensure quality facilities to allow orderly growth of small wind energy in Spain. -Establish legislation (now inexistent) to establish certain noise and vibration minimum. -Provide Municipalities the processing of small wind installations, finishing with the complexity and ignorance existent at present day. -Introduce energy criteria in building projects. -To show the possibilities of generating clean and local energy (education and awareness).

  13. Certification of smallwindcomponents. Qualitylabel.Costs • Certification process Costs :around € 200.000-250.000, is prohibitive for small manufacturers. (> 10,000 SWT / year) to amortize the cost. • CIEMAT is working on a Spanish standard, based on the British standard. • In the revised standard (IEC 61.400-3), which is currently underway by CIEMAT is contemplated VAWT. • Objectives : • -Designing a quality label comparable throughout the world focused on the users so that they can compare and verify . • -Meeting certain standards (Class I, II, III, ...) and duration trial tests.

Activity Outputs and results Innovative technologies (electric /fuel cell vehicles mixed fleets, RE charging points, hydrogen from RE, ITS,ICT, etc.) Optimal management models for people mobility Definition of a comprehensive methodology and an assessment of the success/failure factors of the implemented measures to define "good practice" feasible in similar contexts to concerned. Handbook to help to policy and decision makers to choose the most suitable methodology and technical solutions for CO2 reduction: Definition of “best available technologies” in short-mid term for sustainable low-carbon transport

Management Models Showcase in Regione Emilia-Romagna Cattolica - San Giovanni APEA (No. 4 in the picture) is located in the southern part of the province, at an important modal node (A14-SS16-SP17/58). The area hosts today over 150 companies (3,300 employees mainly working in the textile industry).

Management Models Showcase in Regione Emilia-Romagna The project aims to identify an optimal management model for freights and people mobility in productive areas qualified as "ecologically equipped", in order to: Reduce individual and private car use for the home - work movements with dedicated measure focusing on car pooling, public transports and cycling mobility support; Rationalize the allocation and use of fleets car business also for PMI using car sharing and van sharing services as well; Improve the reconciliation of free time and work with particular attention to the standing facility services for working and urban areas.

Management Models Showcase in Regione Emilia-Romagna Activities consist of: -Development of analysis and communication instruments; -Involvement of municipalities, companies and local communities; -Definition of flexible measures - towards the most innovative measures that facilitate greater reconciliation between free and working time; The expected results relate to the definition of a comprehensive methodology (analysis and project reports) and an assessment of the success/failure factors of the implemented measures (monitoring report) in order to: Define "good practice“ reusable in similar contexts

Innovative Technologies • In order • To act towards sustainable mobility targets using and innovative tools like the application of new technologies • To improve the effectiveness of regional development policies, through the exchange, sharing and transfer of policy experience, knowledge and good practices SubGroup Innovative Technologies aims: -Helping to policy and decision makers to choose the most suitable “best available technologies” in short-mid term for sustainable low-carbon transport

Innovative Technologies Main activities • Definition of available new technologies for sustainable transport and CO2 reduction. • Collection of available data from European and National projects involving new technologies for sustainable transport and CO2 reduction. Creation of a harmonized database to compare real data in terms of energy efficiency and CO2 emissions, including operational data related to country, city, population, extension, type of city, climatology, etc.

Innovative Technologies Main activities • Analysis of database results from different points of view and criteria, in order to find the most suitable “best available technologies” for every particular case. • In parallel, collection of showcases/good practices about use of innovative technologies for CO2 emissions reduction.
