DEFENSE LOGISTICS AGENCY DSS UIT Systems Change Request (SCR) • SCR Principles: • Electronic Data Interchange (EDI) (ANSI ASC X12) transactional interface (XML formatted IAW Federal Implementation Conventions (IC)/DLMS Supplements. • Corporate translation services provided by DAASC. • Flexibility to accommodate direct customer interfaces. • Policies behind SCR: • DoD 4140.1-R -- Mandates standard, AIT-enabled, cost-effective UIT programs uniformly executed by exchanging UIT data using DLMS transactions (standard logistics business rules, transactional formats & data content). • DoDD 8190.1 – The DLMS is the basis for new, replacement, & major modifications to logistics business process. DEFENSE LOGISTICS AGENCY DSS UIT SCR (Continued) • DoD UIT – Phase 1 Navy Depot Level Reparables (NDLR), DSS Release FY03.1 Dec 02. • Phase 1 included: • Data infrastructure changes (e.g., FLIS UIT Designator code, UII databases, etc.) • AIT-enabled introduction of UIT data from exterior/unit pack markings (linear bar codes & 2D symbols) • DSS migration to variable-length EDI transaction sets IAW DLMS Supplements 140B, 527D, 856S, 888B, & 945A • Integrated advance receipt info, matl/disp release conf, shipment status, etc. • Stand-alone UIT receipt report (interim) & UIT data correction • NDLR UIT and other programs with 1:1 stock number:UII relationship. Note: Systemic capabilities may exist, but extensive operational planning is required prior to beginning UIT reporting. • Neither Phase 1 nor 2 includes: DoD Small Arms Serialization Program functionality currently provided by DSS SASP. COMING UIT ATTRACTIONS • DSS DoD UIT - Phase 2 (Jan 2004) • Modifies DSS UIT database infrastructure • Inter-Component reporting • Includes DLMS accountable transactions • Receipts • Issues • Adjustments • Establishes prerequisites for Controlled UIT programs • Enables segregated storage by owner • Adds Issue by UII capability • ubsequent phases of DSS DoD UIT will: • Complete DSS migration to DLMS • Add bottoms-up reconciliation, full UII gain, loss, & recovery reporting • Fold in DoDSASP functionality TRADING PARTNERS WANTED! • Existing Phase 1 • Phase 2 (Jan 04) • Phase 3+ requirements TBD • Hierarchical UII reporting) • DMISA enhancements Page 4 of 6

BECOMING A UIT TRADING PARTNER WITH DLA . . .. • Each potential UIT Trading Partner should: • Follow DLA One Book registration process (DLAD 5025.1, UIT Chapter). • Provide written distribution CONOPS to DLA UIT points of contact (POC). • Provide written requirements statement (RS) to DLA UIT POCs. • DLA UIT Team (policy, operations, & design) will: • Assess CONOPS & RS. • Determine DDC resource impacts (funding, training, personnel, equipment, etc.). • Help UIT trading partner develop detailed RS, if requested. • Determine changes required in DSS DoD UIT functionality. • Assist UIT trading partner in crafting proposals to change DLMS.
