What’s Necessary to Participate in a State Data Exchange ? The state must: • Have an approved and secure data transmission method. • Sign the following agreements with SSA: • Computer Matching Privacy Protection Act (CMPPA) Agreement. • Information Exchange Agreement (IEA).
Why Are These Agreements Required… CMPPAs and IEAs are dependant upon each other to be valid working agreements in acquiring a data exchange. CMPPAs cover provisions for a computer matching agreement (legal authority, disclosure, re-disclosure restrictions, notifications, security procedures, and protection of PII) IEAs provide details about the: • Data exchange system the State Agency is eligible to receive, • Program for which it is disclosed, and • Data delivery method.
