“Alignment” • “Identify all grant programs that are related to geospatial information and post the grant announcements in Grants.gov identifying them as geospatial-related grants” • We suggest that to comply with this an Agency needs to insure that there is an appropriate geospatial key word (GIS, Mapping, Remote Sensing, etc) associated with any relevant grant announcement that will facilitate its discovery by our stakeholders.
“Alignment” • “Coordinate the activities of grant programs related to geospatial information through Geospatial One-Stop” • We suggest that to comply with this element an Agency needs to attend one of the Federal Geospatial Grant Workshops being hosted by FGDC to explore possible areas for coordination (First workshop scheduled for June 13th and 14th). • Identify possible geospatial related grants by this summer or at the latest early in 1st quarter of FY06 • Incorporate language from FGDC/GOS ‘Geospatial Grant Guidelines to Agencies’ before any relevant grant announcement is published in Grant.govs • Provide key words with a link to Grants.gov on your geodata.gov “Community” to use for searching on Grants.gov (example NOAA + GIS+ imagery + mapping) within 90 days of the launch of Version 2 of the portal.
“Alignment” • “Post all planned geospatial data acquisitionin geodata.gov”. Post to the Partnership Marketplace within 90 days of receiving your Agency Budget Appropriations (this can be accomplished though harvesting from your clearinghouse or through direct entry using the tool on geodata.gov). • Participating in the Portal • Posting Metadata on: Data, Web Map Services, Applications… • Data Stewardship • Plan for documenting Agency Leadership as described in A-16. • Leading a geospatial data or application “Community”, Identifying the ”authoritative data sets”, Best Practices and • Serving up Standards Based Data • Leading the development and/or adopting Framework Standards Continued…
“Alignment” • Participating in the Portal (continued) • Geospatial Enterprise Architecture – participating in the development process and evaluating its application in your lines of business • Liaisons Coordination – All Agencies with field personnel responsible for geospatial coordination should develop a plan for interacting regularly with their counterpart NSDI liaisons to help assist in better strategic planning of geospatial data acquisition. • System Integration – Evaluating your geospatial systems in an enterprise approach to align and incorporated applicable elements from Geospatial One-Stop
Cost Savings/Avoidance • Budgeted Cost Savings – Reduced capital asset and operating costs generated by the E-Government initiative. Qualified savings originated from procurements or activities, which comprised part of your appropriated budget for the stated fiscal year. Some savings may derive from canceling or scaling back of existing or planned projects. Other savings could result from efficiencies that lowered personnel or supply costs. Agencies may have redirected, reprogrammed, or transferred the savings to fund other authorized activities. In some cases, agencies may have returned funds to the Treasury. • Cost Avoidance – Current and/or future capital asset and operating costs precluded by the E-Government initiative. Unlike budgeted cost savings, qualified savings do not result from procurements or activities, which comprised part of your appropriated budget for the stated fiscal year. Some savings may emerge because the initiative obviated the need to purchase future system upgrades or implement costlier maintenance schedules. Other savings could occur because the initiative generated efficiencies that structurally reduced future labor and supply requirements.
