Workshop: Alignment of funding in implementation of the EUSBSR • Finances to support EUSBSR • No new funding, no new institutions, no new legislation; • Coordinate and interlink existing funds; • Use existing funds more effectively to support key functions; • Have to be innovative and open minded; • to open discussions between the stakeholders of the EUSBSR; • to present different funding sources available for implementation of the EUSBSR; • to identify the challenges and obstacles in aligning various funding sources; • to work on the solutions on how the EUSBSR activities (Flagship Projects) could be implemented in practice.
Workshop: Alignment of funding in implementation of the EUSBSR • Financial engineering: • repacking of funds in a creative way; • use of the Commission´s 4 existing initiatives: Jeramie, Jaspers, Jessica and Jasmine and bringing in IFI:s • supported networking among the programmes/funds; • elaborated various solutions on alignment of funding; • sectors identified where the alignment of funding is needed; • challenges and obstacles discussed in alignment of funding.
Workshop: Alignment of funding in implementation of the EUSBSR • Funds available: • ERDF – Obj 1/Convergence, Obj 2/Competitiveness and Obj 3/ETC; • European Agricultural fund for rural development; • - European FisheriesFund; • - External Border Cooperation Programmes (ENPI); • Other EU Programmes (FP 7, Life+, Eco-Innovation, CIP, TEN-E, BONUS …. Etc.); • National, regional and local funds in MS; • Intergovernmental funds (NCM, SIDA etc.); • Own resources and other possible funds
Workshop: Alignment of funding in implementation of the EUSBSR • Cooperation and coordination: • Between national and regional authorities is needed within MS and between MS; • Needs willingness, awareness and transparence and good communication and an open mind; • From isolation to a bigger picture for the joint contributions; • Coordination also would minimise the risk of double funding; • Coordination also a challenge with many stake holders and key players;

Workshop: Alignment of funding in implementation of the EUSBSR • Steps to be taken: • Awareness raising; • Joint understanding of the importance of linking of funds; • Clear roles of different stakeholders; • Joint agreements e.g. use of art. 37.6.b; • Pilot activities within funding of Flag ships; • Then the design for future based on the experiences gained now • Ask for joint cooperation, coordination and piloting supporting the whole region

Workshop: Alignment of funding in implementation of the EUSBSR • Time frame: • Two workshops during autumn 2011 (September; November/December); continued and developed in 2012. • Target group: • Workshop is planned for up to 30 participants; • Representatives of the national and regional development programmes (Managing Authorities/Joint Technical Secretariats/ Intermediate bodies), Priority Area Coordinators, Horizontal Action Leaders, other programmes/funds.
Workshop: Alignment of funding in implementation of the EUSBSR • Planned outcomes of the workshop: • opened discussion on the possibilities to align the funding; • information shared and raised awareness on various funding instruments; • supported networking among the programmes/funds; • elaborated various solutions on alignment of funding; • sectors identified the where the alignment of funding is needed; • challenges and obstacles discussed in alignment of funding.
Workshop: Alignment of funding in implementation of the EUSBSR • Draft Agenda: • presentations on the national and regional development programmes (Convergence, Regional Competitiveness and Employment, European Territorial Cooperation); (European Fisheries Fund, European Agricultural Fund for Rural Development); • presentations on the European Investment Bank and the Nordic Investment Bank support to the EUSBSR activities; • presentation of some other programmes/funds; • presentation on need aligning various funding sources, challenges and obstacles (PAC/FSP leader); • practical exercise to work on the solutions in alignment of funding (to work on real cases/FSPs).
