  • If approved the grant would cover 80% of the construction cost with the Mobility Authority covering 20%

    • Limit risk of additional improvements to property prior to acquisition
    • Protect an entire parcel from further development while determining what portion, if any, may ultimately be needed for project
    • Maximize use of limited funds to control more parcels early in the process
    • Provide an avenue for access and use prior to closing
    • Prevent lengthy and expensive condemnation proceedings

  • Studying financing options
    • TxDOT share of project funding will not be available until 2009
    • To expedite the project the Mobility Authority will be seeking interim financing that could include:
      • Grant anticipation revenue bonds
      • Short term financing from CDA proposers
      • Bridge loan
      • Alternative financing for right-of-way to be reimbursed by TxDOT
    • Ultimate financial package may include:
      • TxDOT toll equity grant
      • TIFIA loan
      • Toll revenue bonds
      • Subordinated debt from CDA proposers
      • Grant anticipation revenue bonds
      • Other innovative private capital options
