  1. Submarine Warfare Federated Tactical System (SWFTS)Post Installation TestingValue Stream Analysis (VSA)9-11 July 2008 Scott Turk – cell (904) 252-5403 Brian Toth – cell (757) 274-8689

  2. SWFTS VSA Charter Develop commonality across all subsystem testing Focus on Subsystem Operational Verification Testing (SOVT) and System of Systems (SoS) Level testing guidance and requirements. Develop a process to ensure a good hand-off from I&T Full understanding of SoS lab testing Leverage as much as possible from I&T (lab results, test procedures, process, etc.).  Document what hasn't and needs to be pushed to the platform. No or minimum repeat/duplication of testing onboard Leverage off I&T test procedures Identify the “Hard Spots” that technology may be able to solve for us – Example: Automated Testing Test and Troubleshoot Onboard like in the Lab

  3. SWFTS VSA Charter • Streamline Post-Installation Testing process to support ship Modernizations and reduce Ao • Incorporate SCS Cap testing to better identify and validate mission scenarios earlier • Ensure IA testing requirements and documentation are addressed

  4. POST-INSTALL VSA RESULTS PROJECTED SAVINGS REDUCTION OF 8 SCHEDULE DAYS Savings = 10 days Additional Work* = 2 days Schedule Reduction = 8 Days *includes C5I/SOS Operability Test to meet SCS CAP requirements

  5. POST-INSTALL TEST METRICS • BOISE TI-08 Projected Test Duration • Power-On Diagnostics, SW Builds and Subsystem Assessment (5 days) • C5I/SOS Network Connectivity and Interface Test (10 days) • C5I/SOS End-To-End Operability Test (2 days) • Include SCS CAP mission requirements • Include Fleet Phase 2 Training (saves 2 days) • Days Saved Due To: • Integrated Test Plan (includes Training requirements) • PARMs deliver SW already built on hard drives • Round-The-Clock Testing • No GTS Testing

  6. POST-INSTALL TEST METRICS • Phase out requirement for ARCI Dockside Difference Training (5 days overall schedule savings) • Deliver CM build disks with SW media and blank swap drives (JDI - all PARMs) (saves 1 day) • Guidance Test Set (GTS) only required for first article (saves 2 days)

  7. FUTURE STATE RECOMMENDATIONS • Formalize problem feedback process for HW, SW, GFI, Test Procedures • Establish Test Procedure IPT (integrate into SWFTS JTG) • Collect and report metrics for installation days lost • SWFTS PICO Test Teams located at all homeports (RIE) • Implement standard integrated single MOA, In-Brief, Readiness To Start and Completion Messages (PROJECT - for Backfit TI-08, VA already does)

  8. FUTURE STATE TEST PHASES I&T LAB TEST INSTALL READINESS REVIEW POWER-ON DIAGS, SW BUILDS & SUBSYSTEM ASSESSMENT AVAIL START CABLE TEST LIGHT OFF C5I/SOS NETWORK CONNECTIVITY & INTERFACE TEST C5I/SOS END-TO-END OPERABILITY TEST AT-SEA TEST

  9. Post-Installation Test VSA Rapid Improvement Plan

  10. POST-INSTALL VSA TEAM

  11. Back Up

  12. I&T LAB TEST • Maximize in the lab, minimize on deckplates • Define test requirements & procedures for SW-Only ECIs • Maximize use of WAIF capability (existing VSA action) • Investigate possible redundant SE&I testing onboard (VA only) • Provide lab test results to Install Team (existing VSA action) • Ensure I&T output meets/matches Installaion expected input

  13. AIT CABLE TEST • End-to-end Cable Test (Fiber & Copper) during installation to minimize disruption after lightoff • Define proper cable test requirements and methods • 30 days Flow Time, 10 days Touch Time, in parallel with industrial work

  14. POWER-ON DIAGS, SW BUILDS & SUBSYSTEM ASSESSMENT • Prepare individual subsystems for C5I/SOS Interface Test • Single C5I/SOS Deckplate Coordinator • Integrated On-Site Test Team • SW delivered just-in-time for lightoff (SE/I&T action) • Find, Fix & Retest (FFR) throughout all test phases • Deliver CM build disks with SW media and blank swap drives (JDI - all PARMs)

  15. POWER-ON DIAGS, SW BUILDS & SUBSYSTEM ASSESSMENT • Develop integrated test procedures (JTG action) • Automated Testing & Reporting (SE/I&T action) • Common Problem Reporting Database throughout all test phases (existing VSA action) • BOISE duration (projected) – 5 days Flowtime

  16. C5I/SOS NETWORK CONNECTIVITY & INTERFACE TEST • Verify subsystem interconnectivity • Develop C5I/SOS Integrated Interface Test Procedure (RIE) • First article SE&I onboard testing (JDI-Backfit, VA already does) • Incorporate IA posture transition & downgrade • BOISE duration (projected) – 10 days Flowtime • RIE – to improve Flowtime

  17. C5I/SOS END-TO-END OPERABILITY TEST • Provide dockside confirmation that ship is ready to support Fast Cruise and At-Sea operations • OBTT scenarios, power bus shifts, network failovers, etc. • Identify and integrate SCS CAP mission scenario requirements • Guidance Test Set (GTS) only required for first article (saves 2 days) • TYCOM approve Ship’s Force to conduct/participate in Operability Test • Duration – 48/72/96 hours (as applicable) • Generate Installation Completion Message

  18. AT-SEA TESTING • NAV CERT (if necessary) • Eliminate at-sea test requirement for ARCI, roll into SCS CAP (JDI-PMS401)

  19. MACRO-VSM FOR POST-INSTALL TEST
