  1. Issue 08-018: Coordination and synchronization of JTEN services and LVC training enhancements for exercises conducted by ABCA partner nations and combatant commands/Services. Discussion:  JTEN currently has temporary connections to like networks in Australia and the United Kingdom, with a connection to Canada on the horizon. No formal procedure exists for scheduling the use of the JTEN by ABCA partners or combatant commands/Services for the scheduling and provisioning of distributed training assets (i.e. Virtual and Constructive training enablers). Endstate: Development of a formal coordination process, business rules and/or other documents as necessary for ABCA partners and combatant commands/Services that outlines the process for scheduling and coordinating JTEN utilization and LVC training enhancements for ABCA/combatant commands/Services pre-deployment training for OIF/OEF. POA&M: JWFC to be given the lead for: Development of a catalog of available ABCA virtual and constructive training capabilities Establishment of a scheduling process for the JTEN and V&C assets Develop business rules formalizing this process OPR: USJFCOM OCRs: PJHQ J7, HQJOC J7, and CFD/CFEC. Dissection of the Issue • Issue: • Coordination & synchronization of JTEN services & LVC training enhancements for • ABCA/COCOM/Services exercises…pre-deployment training for OIF/OEF • No formal procedures to schedule coalition use of JTEN • No formal process to integrate ABCA into scheduled events, inserting new events, or schedule use of distributed training LVC assets/capabilities • Desired End State: • Formal coordination process • Business rules • Documentation • Outlines process for scheduling & coordinating JTEN and LVC asset use • JWFC Lead for: • Development of catalog of available ABCA LVC training assets • Establishment of Scheduling Process for ABCA V&C assets • Development of formal Business Rules

Deliverables • Formal coordination & scheduling process for JTEN & ABCA LVC asset use • ACTION: JWFC TD-Programs provide JTCP process as one venue (CDR Kesselring) • ACTION: ABCA provide process for event scheduling, use of training networks and assets for Coalition Partners integration. (Lanny White) • Formal ABCA Training Business Rules • ACTION: JWFC benchmark and provide JCTC Business Rules as starting point (Steve Kostoff) • Ensure funding and capacity constraints are addressed • Catalog of available ABCA V&C training assets • ACTION: ABCA each provide catalog of all available training assets & coordination POCs • US ACTION: TD provide first draft of US catalog of JNTC Certified Sites (Dave Hill) • Documented Network Architecture and CONOPS • ACTION: JWFC provide status of ABCA Training Network design concept (Steve Kostoff) • ACTION: JWFC provide draft ABCA Training Network CONOPS (Steve Kostoff)

WJTSC 09-1 Plan of Action • Ensure Issue dissection correct & complete • Discuss deliverables, action officers, and suspenses • Brief working group on issue slide changes since WJTSC 08-2 (e.g., timeline slip) • Discuss whether or not to include Live training capabilities/facilities in the catalog • Discuss capturing essence of funding & capacity constraints in the business rules • Do we introduce to the Plenary the concept of having a “ABCA Desk Officer” at JWFC? • Provide update on technical enablers • Update Issue Slide and develop any required briefing slides for the Plenary • Ensure slide changes are captured
