Why you need a strategy • Large increase in resources • More scrutiny • Operations plan: requires all missions to update strategic plan to be reviewed by regional bureau, GH and PPC every two years to ensure technical standards are met • GH has technical approval authority • Biennial review: review for changes, if any, in classification and for status of implementation

  3. HIV/AIDS Strategy Components • The Situation - “Problem Analysis” • The Mission’s Strategy or Approach • Proposed Activities • Monitoring and Evaluation

  4. TheSituation • Status of the epidemic • Factors causing change • Critical populations and their location • Mix of activities ‹Tell the Story›

  5. Mission’s Strategy • Results (framework) • Coverage • Plans for scaling up • Role of other partners

  6. Activities to be supported • Prevention to care continuum • Target groups • Contribution to directives

  7. Monitoringand Evaluation • What are the expected results • Key indicators and targets • Contribution toward global targets • (prevalence and behavior change)

  8. Who needs to have a strategy? • Missions and regional offices with level of HIV funding >$500,000/year * • New strategies with proposed HIV funding > $500,000 including the addition of HIV/AIDS component to existing strategy • Significant change in SO or strategy *not final

  9. When to submit ….when new country strategy (CSP) submitted ….when significant change in HIV/AIDS strategy within approved CSP is under consideration all strategies will be updated and reviewed by end of FY 03

  10. How will this happen? • OHA will convene a review and provide comments at any stage (e.g. concept paper) • Note: When submitted as a preliminary draft or concept paper technical approval cannot be provided at the time of the review ‹The earlier the better›

  11. How long will it take ? • Concept papers and preliminary drafts -> 3 weeks • Final drafts -> 4-5 weeks

  12. How is strategy reviewed ? •  HIV strategy under an approved Mission Strategy (supplement to a strategy) submitted to Regional Bureau Desk Officer   Regional DP OHA Backstop/Regional HIV (consistency (technical review) with strategy)

  13. Strategy Review (continued) • OHA and regional HIV adviser receive input from other staff in OHA, Regional Bureau and PPC technical staff • After the review meeting, regional bureau HIV adviser and OHA prepare summary, comments and recommendations for Mission, CDO

  14. Strategy Review (continued) • If preliminary draft, comments submitted to Mission after OHA Director clearance • If final strategy, OHA Director can approve technically if no issues; if issues still remain, comments sent to mission for resubmission (supplement to already approved strategy)

  15. Strategy Review (continued) • If part of new CSP, approval will be part of normal reporting cable during program week • Note: CSP can be approved pending revision of HIV/AIDS component

  16. One more thing…... • Biennially (that’s every 2 years!!) strategies will be reviewed to determine whether they are still valid and whether they are being well implemented and managed • Every two years, the classification of countries (rapid scale-up, intensive focus, basic) will be reviewed and reconsidered
