  2. DISCUSSION TOPICS • REGION 6 ENGINE AND TENDER AGREEMENTS • OREGON DEPT. OF FORESTRY CREWS • REGION 6 BUSS AGREEMENTS • FALLER AGREEMENT

  3. MAJOR CHANGES FROM LAST YEAR • CONTRACTING OFFICERS FROM THE FOREST SERVICE AND FROM THE OREGON DEPT. OF FORESTRY HAVE TRIED TO BUILD CONSISTENCY BETWEEN THE ENGINE AND TENDER AGREEMENT AND THE CREW CONTRACT.

  4. PAYMENT • DAILY RATE • FIRST AND LAST DAY WILL BE PAID AT 50% OF THE DAILY RATE FOR TIME LESS THAN 8 HOURS • SEVERITY AT 75% OF DAILY RATE • ASSIGNMENT OF CLAIMS – INCIDENT SPECIFIC

  5. WORK-REST • 2:1 WORK TO REST RATIO • SHIFTS EXCEEDING 16 HOURS MUST BE APPROVED BY INCIDENT COMMANDER • SINGLE DRIVER SHALL NOT EXCEED 10 HRS DRIVING IN A 15 HR DAY

  6. GOVERNMENT ASSIGNMENT OPTIONS • GOVERNMENT MAY ALLOW CONTRACTORS TO PROVIDE REPLACEMENTS • GOVERNMENT MAY RELEASE CONTRACTOR AFTER 14 DAYS • GOVERNMENT MAY RETAIN CONTRACTOR UNDER HIRE AND ALLOW CONTRACTOR TO REST

  7. DISPATCHING • CONTRACTOR HAS 2 HOURS TO START MOVING • NEGOTIATE ARRIVAL TIME TO INCLUDE APPLICABLE REST TIME

  8. CONTRACTOR MUST CARRY • FAXED RESOURCE ORDER • MANIFEST • SUMMARY AWARD SHEET • 2 PIECES OF IDENTIFICATION --INCIDENT IDENTIFICATION/ QUALIFICATION CARD (DOT COLOR CODED) --STATE OR FEDERAL IDENTIFICATION

  9. GOVERNMENT PROVIDED * FREE CONSUMABLE GOODS, IF AVAILABLE --BATTERIES FOR HAND HELD RADIOS --PLASTIC CANTEENS * FREE LAUNDRY SERVICE WHEN AVAILABLE * DURABLE AND ACCOUNTABLE PROPERY ON A TEMPORARY BASIS WITH WRITTEN JUSTIFICATION FROM THE FIRE LINE SUPERVISOR

  10. CREWS • 3 PERSON CREW STANDARD FOR TYPE 4 AND 5 ENGINES • $250 ADDED OR DEDUCTED IF CONFIGURATION ORDERED DIFFERS FROM THE STANDARD • 18 YEARS OR OLDER • ENGINE BOSS OR TENDER OPERATOR IS REQUIRED TO ATTEND SHIFT BRIEFINGS

  11. EQUIPMENT • NEW REQUIREMENT FOR A CHAINSAW • CONTRACTOR’S DURABLE EQUIPMENT, SUCH AS, HOSES, NOZZLES, AND GATED WYES ARE TO BE ENGRAVED OR PERMANENTLY STAMPED • HOSE BRASS OR METEL ENDS ARE TO BE PAINTED

  12. TRAINING • MUST BE TAKEN FROM AN INSTRUCTOR DESIGNATED OR APPROVED BY A RECOGNIZED NATIONAL OR CONTRACTOR ASSOCIATION OR STATE APPROVED EDUCATIONAL INSTITUTION. (MEMORANDUM OF UNDERSTANDING REQUIRED)

  13. TRAINING-CONT. • GRANDFATHER TRAINING IF ACCOMPLISHED BEFORE 12/31/96 • CONTRACTOR CERTIFIES TRAINING OF EMPLOYEES • ADDITIONAL TRAINING REQUIRED --FOR 2003, S-230 CREW BOSS TRAINING WILL BE REQUIRED OF ALL ENGINE BOSSES --CHAINSAW TRAINING S-212

  14. PENALTY • FALSIFICATION OF DISPATCH INFORMATION • DEMOBILIZATION FOR CAUSE WILL CAUSE INDEFINITE SUSPENSION PENDING INVESTIGATION • EMPLOYMENT OF UNDOCUMENTED WORKERS • HARASSMENT

  15. CONTRACTOR STATUSING • ROSS (RESOURCE ORDERING STATUSING SYSTEM)

  16. VEHICLE REQUIREMENTS • LICENSED WITHIN OREGON OR WASHINGTON • FEDERAL MOTOR CARRIER SAFETY INSPECTIONS ARE REQUIRED FOR VEHICLES EXCEEDING 10,000 LBS. GVW • IF OVER 10,000 LBS. BOTH SIDES OF THE DOOR MUST BE MARKED WITH COMPANY NAME, CITY AND STATE OF PRINCIPLE BUSINESS, AND US DOT IDENTIFICATION NUMBER

  17. WEAPONS • FIREARMS AND OTHER WEAPONS ARE PROHIBITED • POCKETKNIFE WITH A BLADE OF LESS THAN 2 ½ INCHES IS ALLOWED

  18. OREGON DEPT. OF FORESTRY DIFFERENCES • STILL HAVE AN HOURLY RATE • CREW BOSS GETS PAID TO GO TO BRIEFING • NO BEST VALUE ANALYSIS, JUST CLOSEST/CHEAPEST • THEY SOLICITE WITH AN IFB, FOREST SERVICE USES AN RFQ

  19. REGION 6 BUSS AGREEMENTS • REGION WRITES AGREEMENT IF CONTRACTOR HAS 10 OR MORE BUSSES

  20. REGION 6 FALLER AGREEMENT • CURRENT REQUIREMENT ON THE STREET FOR A REGIONAL FALLER CONTRACT • BASICALLY A TEST CASE • WILL HAVE MORE TO REPORT NEXT YEAR

  21. NATIONAL TEMPLATES • UNDER DEVELOPMENT • HAVE CONSISTENCY BETWEEN REGIONS • COMMONLY USED EQUIPMENT; I.E., ENGINES, TENDERS, BUSSES PORTABLE POTTIES.
