Principles (I) • Purpose • The IAQG Other Party Management Team is a Global, Industry-Controlled, Oversight Committee chartered to manage the Other Party Quality Management Schemes and assessment results performed by the Sector Management Structures (SMS) on the 9100-series standards. • Goal • To improve the quality level andassure QMS implementationthroughout the whole supply chain.

Principles (II) • Other Party Scheme is based on: • The use of identical or equivalent international, sectorial and national standards based on 9104 • An industry oversight system at international, sectorial and national levels to ensure that scheme’s requirements are fulfilled • Auditors authenticated against identical requirements • All information related to the scheme is collected in the OASIS database(Online Aerospace Supplier Information System)

  5. European Report • All participating countries have now implemented 9104 (document QC 24281 no longer valid) • 48 OP Assessors trained • Austrian scheme has been assessed and approved • G. Arsento (Alenia) replaced to J. Perez (Airbus) as EU OPMT chair

Americas Report • RMC 102 rev 5 published in September 2005, AS9014 will be published by Dec 2005 (9104 + data entry in OASIS American specificities) • 2006 Oversight Planning completed • Metrics Reviews: For example, certification distribution study: 5 of 38 CRBs perform 50% of AAQG certifications • Changes to RMC Chair and Sub-team leads for 2006. RMC – Registrar Management Committee

Asia-Pacific Report • Publishing of SJAC9104 in October, 2005 • JRMC is setting up an Asian/Pacific Standardization Body • JRMC is going to be restructured to prevent Conflict of Interests issues per future surveillance procedure • APAQG agrees in setting up AP-OPMT • ICOP deployment in Asia-Pacific sector: • Mature in Japan • China: HB9100 already published, 9104 publication and CRMC launch is expected the beginning of 2006 • Korea: Progress report is expected at next APAQG meeting

  9. Trilogy -- Status • 9104:Globally harmonized standard defining the registration / accreditation process. Released in all three sectors. April 1st 2005 implementation date. • 91XX based upon RMC102:Globally harmonized standard defining the surveillance and oversight processes. In work . Tim Lee is chair of international team. Anticipated release date is December 2005. • 91XY based upon AIR5493A:Globally harmonized standard defining the auditor qualification and auditor training processes. In work. Gualtero Arsento is the chair of the international team. Anticipated release date is January 2006. • 9104 rev.:After release of the trilogy, the international documentation team will begin the revision of AS9104B. Target release is October 2006.

KPI’s Scheme KPI’s: • Oversight performed versus due • New auditors authentication applications per year • Auditor re- authentication per year • Total number of authenticated Auditors (from OASIS) • Total number of accredited CRB’s (from OASIS) • Total number of NAB’s (from OASIS) • Total number of 9100 certified supplier (from OASIS) • Total number of 9110 certified supplier (from OASIS) • Total number of 9120 certified supplier (from OASIS) • CRB’s average major and minor findings: every CRB, per sector and all sectors* • Oversight average major and minor findings at every level: National, Sector and International Industry engagement KPI’s: • IAQG industry members companies mandating ICOP certification** • IAQG members engaged in Office Oversights** • IAQG members engaged in Witness Oversights** • IAQG members engaged in Scheme Management activities** *Blind data **With flexibility for adding non-IAQG companies

Other issues • Complaint process • IAQG members are required to use 9104 complaint process when they identify systemic QMS findings • Complaint process will be reviewed for increasing visibility / oversight focus • Beginning Jan 2006 • Certificates must be placed in OASIS as part of listing. • All certificates must include a statement referencing 9104 • Investigate product / process codes to enhance certification scope identification • Integration of Resolution sector log is on going • Setting up of Finding Monitoring log is on going • AB’s reps are allowed to participate in IAQG OPMT sub-teams (CRB’s tbd)

Summary • Scheme management and monitoring is continuously improving (sectors coordination, standards harmonization, KPI’s, etc) • Oversight plans are being executed • The trilogy (documentation) is on track and on time • Authorities recognition is on going • Aerospace industry is using the 9104 processes

IAQG OPMT Oversight of AAQG Sector (I) • Assessment was performed by members of the EAQG OPMT and the JRMC (Asia-Pacific) in the afternoon on Oct 4 as the closedmeeting. • Assessment was performed using IAQG-OPMT 91xx checklist • Assessment was performed for the following items: • Scheme : AS9104, AIR5359, AIR5493, RMC102 • Initial assessment report for SCC (Canada Accreditation Body) • Oversight report for 3 CRBs (Office and Witness Audit ) • Auditor Authentication records for 3 AEAs • Meeting Minutes of AAQG-RMC • AAQG-RMC was assessed using AS 9104, AIR5359, AIR5493 as baseline.(Ref) AAQG-RMC is preparing AS9014 which will supersede AIR5359 based on new AS9104.

  16. IAQG OPMT Oversight of AAQG Sector (II) • Positive: Availability of data (e.g, electronic Auditor Authentication files) • Scheme is conforming to 9104. • Certification procedure is conforming to 9104 . • CRB Oversight reports are conforming to 9104. • Auditor Qualification/Authentication is conforming to 9104. • General conclusion :Mature system without any findings during the Oversight
