  2. The Issue • US and State Department of Transportations (DOT’s) are concerned about their funding. • Not only a Minnesota issue • Not only a DOT issue

  3. But Why are we Concerned? • Decreasing fuel consumption for same or increasing VMT • Increasing fuel efficiency standards • Alternative fuels • Erosion of buying power • Cost of construction increases • Project scopes have multiple mode considerations and requirements • Gas Tax increases are not common • Highway Fund balances have not been keeping pace and require fund transfers

  4. Mn/DOT’s History with the MBUF • 1997 - Minnesota Road Pricing Study • 2003 - A New Approach to Assessing Road User Charges • 2007 - Mileage-Based User Fee Demonstration Legislation • 2009 – Legislative Report examining DOT funding alternatives
