Current UCRRP Status and Program Impacts • UCRRP Status: • The system that was delivered to FBI was incomplete and did not meet expectations. • Specifically, data ingestion processes for the new UCR System tested slower than anticipated – this has led to an architecture change for the new system. • Program Impacts: • The FBI has put in place a number of preprocessing work-arounds. • XML interfaces will still require testing with states.

Defining the New UCR System • The system was designed to: • Automate and apply business rules and quality checks for data ingestion to improve FBI responsiveness to data submitters. • Provide more effective and efficient reporting of errors, missing data and status of ingested data. • Present web forms for entry of monthly Summary Reporting System (SRS) data submissions for agencies with limited to no record management system (RMS) capability that required them to submit using a paper-based process. • Enhance processes to both speed up and improve timeliness of data dissemination through FBI publications. • Deliver the ability to present information to public users and stakeholders through the UCR Crime Data Explorer (CDE).

Defining the New UCR System (Cont.) • What the system is not: • A replacement RMS for data submitters – direct contributors can submit their monthly SRS statistics using a web form • A data submission portal to the FBI – data submissions will still need to be e-mailed • A new state-level UCR processing system – FBI still focusing on improving its ability to respond to data submitters and publication timeliness

Defining the New UCR System (Cont.) • Shared Management and UCR: • A shared management solution for State UCR Programs to allow data submitters to manage their submissions by using the FBI’s system, was envisioned as a follow-on capability. • Because of system delivery delays and architecture challenges, this concept had to be shelved for the time being. • Although the FBI understands there is strong State UCR Program stakeholder support for this concept, it may be awhile before this can be achieved.
