  1. Protection of DOT Regulated Pipelines During Construction and Repair Activities ENGINEERING SERVICES LP HOUSTON, TEXAS Engineering Specification

  2. Pipeline Protection During Construction/Repair Activities • SCOPE AND INTENT • Scope • Provides requirements for protection of LCCC pipelines during construction and repair activities performed by the Company, Company contractors, or other owner-users of the right-of-way. • Intent • Provide engineering methods to prevent damage to pipelines and pipeline components (above and below ground) .

  3. Pipeline Protection During Construction/Repair Activities • REFERENCES • ANSI B31.4, Hazardous Liquid Pipelines • ANSI B31.8, Gas Transmission Pipelines • API RP 1102, SteelPipelines Crossing Railroads and Highways • API RP 1109, Marking Liquid Petroleum Pipeline Facilities • LCCC Engineering Specification, “Corrosion Control and Monitoring”

  4. Pipeline Protection During Construction/Repair Activities • DEFINITIONS • Carrier pipe • Casing pipe • Load Bearing Devices • Pipeline Markers • Protective Barriers • “Louisiana One Call” • Pipe Pad

  5. Pipeline Protection During Construction/Repair Activities • GENERAL REQUIREMENTS • Markers for Buried Pipelines • Design and install in accordance with API RP 1109. • Place directly above the pipeline whenever possible. • Place along the pipeline at designated intervals, at all road crossings, river crossings, at all entrances to the pipeline right-of-way, and at any change in direction of the pipeline. • Use adequate number of markers to allow other right-of-way owner-users to locate pipe by line of sight.

  6. Pipeline Protection During Construction/Repair Activities • GENERAL REQUIREMENTS (Continued) • Protective Barriers • Locate barriers to protect above ground equipment such as regulator stations, metering stations, and vent pipes. • Design barrier locations to allow free access to vehicular traffic on the right-of-way, if necessary.

  7. Pipeline Protection During Construction/Repair Activities • GENERAL REQUIREMENTS (Continued) • Load Bearing Devices • Use heavier wall pipe in lieu of load bearing devices if possible. • Concrete tiles are preferred to steel casing. • Specify 3000 psi concrete for concrete tiles. • Specify red color for concrete tiles. • Specify tile width to be at least 1.5 x pipe diameter. • Install tiles at least 1.5 x pipe diameter above the top of the pipe.

  8. Pipeline Protection During Construction/Repair Activities • GENERAL REQUIREMENTS (Continued) • Preventing accidental damage to other owner-user’s equipment • Use “Louisiana One Call” to locate and mark buried pipelines. • Call other owner-users and ask them to locate and mark their underground pipelines.

  9. Pipeline Protection During Construction/Repair Activities • GENERAL REQUIREMENTS (Continued) • Review and follow instructions in the Company Warehousing and Purchasing Procedure for handling materials of construction during transportation. • Review and follow instructions in the Company Corrosion Control and Monitoring Specification for handling pipe, coating material, and consumables during construction.
