  4. Overview • County evaluates the CPP every seven years • Plan update based on evaluation results, plus the need to update plan’s data and analysis and to address new issues • CPP update was transmitted in October • DCA ORC Report was received in January • LPA adoption hearing was April 16

Residential densities Increases in densities were proposed Based on Residential Capacity Analysis and population projections Analysis will be updated based on recent economic downturn and housing market issues Revised density proposals will be brought back in a future cycle Other Proposed Changes

  10. Activity Centers Purpose – to facilitate redevelopment of infill areas (such as older commercial centers along major corridors) into mixed use Revisions – policies were revised to be more consistent with Multi-Modal District principles Other Proposed Changes

Other Proposed Changes • Rural Settlements - issues of concern • Public safety service delivery – Fire and EMS rural reflex times and ability to provide facilities and services in rural areas • HB 697 requires energy efficient land use patterns • Increasing urban impacts from adjoining municipalities or expanding Urban Service Area • Conflicts between newly introduced development with existing development

  14. Alternative Mobility Areas Transportation concurrency exception Senate Bill 360 would exempt entire Urban Service Area from transportation concurrency Proposed new policy to apply AMA policies to any transportation concurrency exception area in the County Other Proposed Changes

  15. Proposed Transportation Policy T2.3.16Objective T2.3 and all associated policies shall apply to any Transportation Concurrency Exception Area (Alternative Mobility Area) designated within Orange County’s jurisdiction. Other Proposed Changes

Requested Action Adoption of Amendment 2009-1-B-CPP-EAR, the Evaluation and Appraisal Report (EAR)-based amendments to the Comprehensive Policy Plan (CPP), which includes repealing the following elements from the 2020 CPP and adopting the new 2030 elements to the Comprehensive Plan: • Future Land Use • Transportation • Conservation • Recreation • Stormwater Management • Potable Water/Wastewater/ Reclaimed Water • Housing • Neighborhood Adoption of amendment to CIE Policy 1.3.14 Adoption of Ordinance • Intergovernmental Coordination • Aquifer Recharge • Solid Waste • Economic • Open Space • Fire Rescue • All associated maps including the Future Land Use Map titled as Appendix I
