  2. Annual Plan Items Affected • 2013 AP Item 2(a)Develop version 2 business practice standards to better coordinate the use of the transmission system among neighboring transmission providers. Request R050004 was expanded to include the Order No. 890 (Docket Nos.RM05-17-000 and RM02-25-000), (Order No. 890-A (Docket Nos. RM05-17-001, 002 and RM05-25-001, 002), and Order No. 890-B (Docket Nos. RM05-17-03 and RM05-25-03) “Preventing Undue Discrimination and Preference in Transmission Services” • (i)Group 4: Pre-Emption; Request No. R05019 • (1)Pre-Emption • (2)Request No. R05019 • 2013 AP Item 5(c) Add language to WEQ-001-4 Online Negotiation and Confirmation process to clarify Table 4-3 (R09003)

Issues & Requirements • 143 were identified • What is a Challenger • What is a Defender • What is preemption & competition • Identify who has Right of First Refusal (ROFR) • How to handle Redirects and Resales • How to handle multiple Defenders who compete for the same Transmission capacity • How to address tagging issues when a reservation loses capacity through preemption and competition

Subcommittee Accomplishments • Worked through 87 issues and requirements • 53 motions have already been voted on • Still have 56 issues and requirements to go • Three task forces are working simultaneously with Subcommittee • Defender Mitigation Task Force • Commercially Similar Task Force (Finished tasks) • Notification Task Force • Working on Short-Term Firm Preemption and Competition first • Will work on Non-Firm Preemption and Competition next • Will work on Long-Term Preemption next • Drafting  the recommendation as we adopt motions • Making Business Practice Standard revisions • Subcommittee formal work on the recommendation after we complete bullet #3
