Formulation Process • Discuss at the HPG meetings • DPF drafted TOR-1 (14/3/2012) • Meeting with DPs to discuss about TOR ((29/3/2012): WHO, EC, UNFPA, UNICEF, FHI, USAIDS, Clinton Foundation, etc • Drafting Group (DPF, DST, Med Ser Admin, UNFPA, USAIDS, Clinton Foundation) revised TOR-2 • Meeting to discuss about TOR (2/5/2012)  TOR-3 • Send to HPG members for comments  TOR-4 (14/3/2012) • Finalise TOR-5; report to HPG meeting (today)

  3. Purpose To support the development and implementation of policies and strategies of the Govt of Vietnam to develop the HI and to maximize the efficiency and effectiveness of development assistance to this system.

  4. Objectives • To assist the MOH in implementing National Strategy for People's Health Care, especially the agenda of MOH's Steering Committee for strengthening HIS. • Discuss and build consensus on issues and strategies to strengthen HIS. • Facilitate exchange of information to avoide duplication on HIS between and across agencies, Government and programmes. • Disseminate program and policy guidance, based on international best practice, promising models and factors specific to the HIS-related policy and program environment in Viet Nam • Advise MOH policies and programmes (within and outside of Viet Nam) supportive of HIS.

  5. Scope of work • HI indicators and standards • HI legal and policy frameworks • Promote involvement of appropriate sectors, ministries, and key stakeholders in HIS • Development of an HIS architecture • Policies, strategies to strengthen HIS in Viet Nam, especially data utilization • The linkage of the HI with other systems; • Capacity to implement the HI • Application of Information Technologies in HIS • Promotion information sharing
