Governmentreport to theParliament(January 2017): Why in 2019? • Evaluation supports evidence-based decision making • Parliamentary elections in 2019, 4-year cycle • content for pre-election debate • evidence and guidance for political decision makers, four year cycle • Finland to present VNR in 2020 • guidance and content for the report ”A comprehensive and independent assessment of Finland’s sustainable development policy and the national implementation of the 2030 Agenda will be conducted every four years, starting in 2019.”

Key findings / recommendations • Futuregovernmentsneed to adoptthe 2030 Agenda as a base for governmentpolicy. • Finland'scurrentfocusareas in promotingsustainability • carbonneutrality and resource-wisdom • non-discrimination, equality and highcompetencies arejustified, and workshouldbecontinued on thatbasis • A national A2030 roadmapshouldbeprepared, to explicatehowtheSDG’sarereachedby 2030, and howFinland supportstheimplementation of the 2030 Agenda withintheEU and globally. • Thegovernmentneeds to directpublicfunds to sustainabledevelopmentin a morecoherentway. • Scientificsupport and monitoring for the 2030 Agenda need to bestrenghtened.

Include a commitment to evaluation in keypoliticaldocuments • Focus on impact: • Timing is a keysuccessfactor • Createownershipamongpoliticaldecisionmakers and civilsociety • Make a disseminationplan at an earlystage • Key lessonslearnedfrom a policyplanner’sperspective • Design a participatoryprocess for thepreparation and implementation of theevaluation
