  2. I had finished my dinner Gone for a walk It was fine Out and I started whistling It wasn’t long before I met a Man and his wife riding on A pony with seven Kids running along beside them AN EASY DECISION

  4. Choices: Current programs • Little coordination or coherence • Financing shifting; uncertain • Sites varied • Quality uneven • Oversight inconsistent • Results nebulous

Us: Recommendations for Collaboration • Quality must be defined to include learning. • Quality must be monitored. • All workers must be screened. • Professionally qualified staff must be required. • Programs must be inspected. • High quality must be affordable. • Consensus on licensing terms must be reached across the country.
