PROJECT INFORMATION Geographical focus Belarus (BY), Lithuania (LT) and Latvia (LV) Partners\implementing agencies UNEP ROE, Geneva, Switzerland REC for Central and Eastern Europe, Szentendre, Hungary GRID-Arendal, Arendal, Norway Timeframe: 1st Phase – 17 months (November 1, 2007 - March 31, 2009) 2nd Phase - 21 months (November 1, 2010 – July 1, 2012 )

  4. ENVIRONMENT & SECURITY ISSUES • Decommission of the Ignalina NPP • Nuclear waste handling and storage • The new Visaginas NPP is under construction in the same area

  5. MAIN CONCERNS Thermal pollution Improperly treated and/or untreated urban and sanitary WW Eutrophication & low oxygen concentration Contamination of sediment with organic matters, nutrients and some heavy metals

OVERALL OBJECTIVE To develop foundation for an Integrated Basin Wide Management Program, focusing on: joint approach on transboundary WM issues enhance environmental dialogue and cooperation among the participant countries improving regional security in the framework of the EECCA Component of the EU Water Initiative (EUWI)

SPECIFIC OBJECTIVES • Support institutional capacity building • Strengthen water resources data processing & assessment • Improve access to information and public participation • Support development of an IWRM Plan Specific objectives should affect all stakeholders’ groupsby: • developing transboundary contacts between environmental experts, NGOs and media, and • establishing a network of environmental experts for co-operation in the DLB

  8. 1st PHASE - IDENTIFIED PRESSURES • Thermal pollution • Organic sedimentation, causing shallowness of the lake and decreasing water quality. • Point-source pollution caused by sanitary WW discharges from the INPP and Visaginas • Some diffuse pollution originating mainly from agriculture • Ground water extraction for drinking purposes from wells at Visaginas • Some hydro-morphological alterations at the lake outlet, the river Prorva

  9. 1st PHASE - DELIVERABLES • Feasibility study seminar • Stakeholders meetings • Cross-border Assessment Study was carried out in the framework of development of a draft LBM Plan. • The draft Integrated LBM Plan prepared and presented at the meeting of stakeholders in April 21-22, 2009. • Functional demo version of the GIS based interactive web portal for the DLB management, consisting of: • the basic layers and options • open for further development

  10. 2nd PHASE – DELIVERABLES • Conduct the Druksiai/Drisviaty Lake Basin Analysis Report (DLB AR) conforming with the EU WFD • Further develop of the existing information system and interactive GIS web-based database; • Trainings on: • EU WFD (Articles 1-9, in line with identified needs) • GIS, • Public information and consultation process; • Suggest a fund mobilization strategy for development and implementation of the DLB Management Plan.

Raise awareness and research on environmental and security issues Improvedcollaboration between competent authorities Mutual understanding of processes for formulating and implementing the BM Plan; 2nd PHASE – OUTCOMES • Acknowledged need to reach technical and political agreement on the: • content of DLB AR & MP and Implementation Strategy; • Joint AEWS
