Emulsion Task Force Goals Develop AASHTO Standards for all Emulsion Treatments Advance the Development of Performance Based Specifications for Emulsion Binders (EAPG). Develop Quality Assurance Standards for all Emulsion Treatments Develop Research Problem Statements for Asphalt Emulsions
AASHTO Standards • Material Specifications • Test Methods • Design Practices • Construction Guide Specifications
Construction Specifications • AASHTO Commissioned a Joint Task Force comprising • Committee on Maintenance • Committee on Construction • Committee on Materials and Pavements • to review Construction Guide Specifications for all Emulsion Treatments.
Completed Work Products The Special Working Group developed a draft EAPG specification. The draft specification is the basis for the proposal NCHRP 9-63, “A Calibrated and Validated National Performance-Related Specification for Emulsified Asphalt Binder”. This project will formally validate the EAPG specification.
Completed Work Products • The ETF revised and submitted three standards to the AASHTO Committee on Materials and Pavements– Technical Subcommittee 2a (Emulsified Asphalts). The following updated standards were balloted and approved: • M 140-16 Standard Specification for Emulsified Asphalt • M 208-16 Standard Specification for Cationic Emulsified Asphalt • M 316-16 Standard Specification for Polymer-Modified Emulsified Asphalt
Work Remaining • Develop Construction Guides and Quality Assurance procedures for: • Cold In-place Recycling • Fog Seals • Sand Seals • Scrub Seals • Ultra Thin Bonded Wearing Course
Work Remaining Develop specifications for agricultural based asphalt rejuvenators and petroleum based asphalt rejuvenators. Encourage state DOTs and local agencies to use the new a) Pavement Preservation Standard Specifications, b) Construction Guides and Quality Assurance procedures, and c) test methods from AASHTO.
Work Remaining Work with state DOTs and local agencies to host demonstration projects where treatments are constructed using the new AASHTO specifications.
Accomplishments – Emulsion Treatment Standards Status: AASHTO Emulsion STDs ( MAY 2019)
