Transformational Combat Identification ACTD (FY06-08) The Problem: US and Coalition warfighters lack the technical means to accurately characterize enemy, friendly, or neutral tactical-size ground entities on the 21st century battlefield and quickly display that information to the warfighter in support of modern military operations.
