  2. 1- The types of surveys: For the impact evaluation of the MoroccanHumanDevelopment Initiative (NHDI) lunched in 2005, a specificsurvey has been undertaken in 2008 and the second waveinterviewing the same 2008 sampleHH willtake place at the end of 2011. Our institution (National HD Observatory), in charge of HD public policyevaluationisnow setting up a HH panel survey to fellow HD indicators for a sample of about 15000 HH yearly. April2010-March2011 : an experimentalsurvey has been undertaken in 3 regions. 2- Purposes of the povertymeasure: Primary: HD Public policiesevaluation Secondary: Impact Evaluation of a specific programme (NHDI) Measurementof MD povertyover time

  3. 3- Indicatorscriteria • Level & truncatellevel (poverty) • Variatiesfrom 1 year to the following (stock In) • Be comparable with standards atboth national & international levels 4- The process Consensus Public sectors: Health, Education, Employment, Finance, Housing, Planning , etc International organisations: World Bank, Switzerland, Canada, UNICEF, UNDP,… Advisoryboard

  4. 30% 5- The dimensions & weights (maydifferbetweenUrban & Rural): • Income • Deprived if HH pc IncomeLessthanNationa U/R threshold • Deprived if HH self declared « verypoor » • Health • Deprived if a childdied • Deprived if self declared « verybad » healthstatus • Education • Deprived if a 5-11 childdeoes not attend school • Deprived if illeterate (10 years and +) • Employment • Deprivedif unemployed • Housing & assets (tv, car, phone: MPI-OPHI) • Participatory & solidarity • Deprived if feeling excluded in 3 of 5 social fields • Deprived if not receivingnorofferingany gift during 12 months 70%

  5. 6- Dimensions’ justifications: • Theyrespond to the HD evaluation main purposes • Data: • Sampling& methodology(Questionnaire), • Data collecting: privatefirms (Experimentalsurvey) • Processing (privatefirms) • Data analysis (ONDH panel’s team, consultants & experts) 7- Unit of analysis: Individual & HH (workingon indicators)
