  1. Data Segmentation for PrivacySATVA Pilot Brief - draft August 13, 2012

  2. Preliminary Notes • The SATVA BH Interoperability Workgroup • Anasazi Exchange Demonstration • Anasazi Software, Inc. – Certified MU EHR vendor • Valley Hope Association – SU provider and EHR vendor • Defran Systems – Certified MU EHR vendor • Independent Anasazi Exchange Pilot endorsed by SATVA for the proposed DS4P Pilot • Anasazi Exchange • HEALTHeLINK – Buffalo regional HIE w/ HEAL 17 grant • Six Anasazi providers

  3. Preliminary Notes • Anasazi Exchange Design • Presumes MU Stage 1 Certified EHR can create C32/CCDA • Presumes each EHR/HIE locally administers their ACS including the recording and logic surrounding consents for disclosures • Communicates to EHR via web services • One component will be an Authorized HISP • Another will be a “translator” to the envelop format of intended recipient; XDS.b for our pilot • Currently uses pro forma standard for asynchronous point-to-point request/response including the ability to carry remotely executed consent for disclosure – prefer a standard

  4. Overview • Develop, test, pilot and place into production • Standards based • Limited to data in transit • Adherence to 42 CFR Part 2 as a class approach to ultra-sensitive interoperability • “Any” payload • Direct and NwHIN Exchange • Some success metrics • Anasazi/HEALTHeLINK production with six providers • Valley Hope/Anasazi HISP production with provider base

  5. Sponsors/Contacts • SATVA – Michael Morris, Leader BH Interoperability Workgroup • Anasazi – Michael Morris, CEO • Valley Hope – John Leipold, Executive VP/COO • Defran Systems – Arthur Khanlian, CIO • HEALTHeLINK – Margaret Cosentino, HEAL 10, 17 & PEMR Program Director

  7. Objectives • Primary Goal: Viable Part 2 MU Stage 2 Interoperability by January 2014 between BH and primary care • Pilot, test and put into production all the DS4P use cases that apply to data in transit for Part 2 Programs • Limit disclosures to the purposes of “Treatment” • Limit the originating Consent Directive to preclude redisclosure • Promulgate Direct asynchronous request/response • Communicate remotely executed consent for disclosure to holder of the record

  8. Technical approach • Prove out both Direct and HIE Exchange interoperability for Part 2 disclosures • Use currently deployed standards wherever possible • Design approach able to be retro-fitting into the installed base of all EHRs and HIEs in minimal time

  9. Use Cases • Phase 1 Pilot (September 2012) • UC Scenario 1: User Story 142 CFR Part 2 Push / Share All / Direct and XDS.b • UC Scenario 2: User Story 1B42 CFR Part 2 Asynchronous Request/Response Share All Direct • Phase 2 Production (December 2012) • UC Scenario 1: User Story 142 CFR Part 2 Push / Share All / Direct and XDS.b • UC Scenario 2: User Story 1B42 CFR Part 2 Asynchronous Request/Response Share All / Direct
