The Project context • The Leonardo Thematic Action Pilot Project (2005 - 2007) EuroguideVAL has produced European Standards for the development of APEL professionals • The major challenge has been to apply these Standards to National Qualification Frameworks/Standards in conformity to the Levels of the European Qualification Framework [EQF]

  3. Exploitation in the UK • The EuroguideVAL Standards have been interpreted and applied to the new UK Professional Standards for Teachers, Trainers and Instructors http://www.lifelonglearninguk.org/roadmap/ter_roadmap_key.html

  4. Pilot for new National Qualification Framework • The new national standards are the first pilot for the revised credit-based NQF for England, Wales and Northern Ireland. • This NQF uses the same 8 Levels as the European Qualifications Framework [EQF]. • The Unit that has been developed in the project, and accredited by the Sector Skills Council Lifelong Learning UK [LLUK]

Overview • Unit Title: Assessment and Support for the Recognition of Prior Learning through the Accreditation of Learning Outcomes • Level: 3 [EN/EQF] • Credit Value: 6 [Equivalent to 60 hours of learning time] • The Unit has been developed after extensive consultation with the APEL/VPL/VAE community of interest and practice in the UK and in other European countries.

Learning Outcomes - 1 The Learner will: • Understand and demonstrate how to work with models of recognition and accreditation of prior learning • Understand and demonstrate how to apply knowledge and understanding of models of recognition and accreditation of prior learning to provide appropriate guidance and assessment for learners

  7. Learning Outcomes - 2 • Understand and demonstrate how to ensure appropriate guidance and reliable and valid assessment for learners following the APL route • Understand and demonstrate how to provide effective formative guidance for learners • Understand and demonstrate how to work with the assessment team to lead guidance and assessment for learners

  8. Learning Outcomes - 3 • Understand and demonstrate how to promote understanding of recognition and prior learning with external stakeholders • Understand and demonstrate how to engage in reflective learning with learners and other members of the assessment team to evaluate and improve practice

  9. Future steps • Development of this model at Levels 4 and 5, including “Mini-Awards” • Building links to other National Systems/Frameworks - initially Scotland; interest from Ireland • Development of work based learning materials and specified assessment and verification strategies • Lifelong Learning Projects (2007 Call) for teachers/instructors [Leonardo Transfer of Innovation] and Adult Education teachers and facilitators (Grundtvig Priority 2) • Contributions to the European Observatory on Validation [Leonardo Network OBSERVAL]
