  2. 2015 ACTION PLANFOR IMPLEMENTATION OF THE STRATEGY THE STRATEGY FOR EDUCATION DEVELOPMENT IN SERBIA 2020 2012 National Council for Higher Education (NCHE) Commission for Accreditation and Quality Assurance (CAQA) 2006 2005 Law on Higher Education, Conference of the universities in Serbia 2003 Serbia joined the Bologna process

  3. ACTION PLAN 157 activities 83 activities relating to HE

  4. 5 special activites (educational subsystems): • Developing education of national minorities by teaching and learning in the languages of national minorities • Data collection and data processing methodologies in education • Development of inclusive education • Development of the NQF • Participation in Erasmus+ programme for education, training, youth and sport

  5. Four groups of experts are established: • New model of financing of higher education • The quality of teachers and non-teacher staff • The accreditations and quality assurance • The organization and management of HE institutions is focus of the fourth group.

  6. HE-AS10 : Introduction of short programmes (short cycle) • Instruments for the implementation of action • Development of draft law and the adoption of relevant bylaws; • Developing of short cycle models; • Analysis of the need for short cycles; • Outcome - result of action • Defined standards for accreditation of short cycles; • Defined document awarded to the student at completion in accordance with NQF; • Shaping knowledge, skills and competences of students unable to complete UAS; • Increased opportunity for continuous education of those in employment; • Progress indicators • Number of short cycles developed; • Interest by individuals in employment in short cycles; • Interest by employers in short cycles; Start: October 2015.End: December 2020 Responsible agencies and partners MESTD, NCHE, CAQA, HEI

HE-CE04: Introduction of part time studies • Instruments for the implementation of action • Analysis of possibilities for the introduction of part-time studies; • Development of financing model for part-time studies; • Establishment of the certification procedure for modules and subjects; • Development of draft law and the adoption of relevant bylaws; • Outcome - result of action • Introduced part-time studies; • Re-entry into higher education; • Certified modules and subjects; • Defined alternative paths for completing HE; • Progress indicators • Number of students at studies with work/total number of students; • Number of certified modules and subjects;
