  1. [Proposed Change to Selection Process] Authors: Date: 2009-09-21 John R. Barr, JRBarr, Ltd.

  2. Abstract Proposed change to TGad selection process to ensure that all potential voters are informed of significant events prior to plenary and interim meetings. John R. Barr, JRBarr, Ltd.

  3. Issues with Proposed Selection Process • (Step 7) Zero or more strawpoll votes may be held on Complete Proposals to gauge support. • (Step 8) A confirmation vote may be held. If a Complete Proposal passes the confirmation vote … • It may be possible for a group of voters to call for a confirmation vote at any time if they note from the straw polls that they have 75% support for their proposal based on the current session attendance. • This may not allow all voters sufficient notice to be present for a critical confirmation vote. John R. Barr, JRBarr, Ltd.

  4. Suggested Change • (Step 7) Once all complete proposals have been presented straw polls may be held on Complete Proposals to gauge support. • (Step 8) Confirmation votes on Complete Proposals shall only be taken after: • Minimum of 30-day notice given prior to plenary/interim session that a confirmation vote may be held at that session, and • Minimum of 24-hour notice given during a plenary/interim session that a confirmation vote will be held. • (Step 9) Current step 8 less “A confirmation vote may be held.” John R. Barr, JRBarr, Ltd.

  5. Result of the Proposed Change • Sufficient notice will be given to all interested parties that a confirmation vote may be held at the next session for everyone to ensure that they can attend and be part of the selection process. • Sufficient time will be given to all interested parties submitting New Techniques to lobby for inclusion of those New Techniques in one or more Complete Proposals prior to confirmation vote. • Sufficient notice will be given during a session for everyone to prepare for a confirmation vote once the working group has decided to hold a confirmation vote on one of the Complete Proposals. John R. Barr, JRBarr, Ltd.
