Main functions of the Interagency Commission [МВК]: • Coordination of actions by federal executive branch agencies concerned with development, testing, production, and utilization of petroleum products and specialized fluids; • Preparation of proposals on improving the Russian Federation’s regulatory system for development, testing, production, and utilization of petroleum products and specialized fluids; • Coordination of efforts to organize the development of methods (sets of rating methods) and testing programs for petroleum products and specialized fluids, and programs to develop new methods and their metrological certification; • Preparation of proposals for the development of regulations covering the production and utilization of petroleum products and specialized fluids; • Coordination of efforts to organize testing of petroleum products and specialized fluids; • Preparation of recommendations concerning the production and utilization of petroleum products and specialized fluids. • Coordination of efforts to organize corrective measures for petroleum products and specialized fluids that fail to meet quality requirements for the intended machinery; Prerogatives of the Interagency Commission: • To interact with federal executive branch agencies and with organizations that manufacture or consume petroleum products and specialized fluids concerning their development, testing, production, and utilization; • To seek from government and other agencies, organizations, and enterprises, whether publicly or privately owned and regardless of what agency they come under, voluntary submission of information, documents, and other materials as necessary for the Interagency Commission to perform its functions.
