This project aims to unite all regional trade unions in China through the IPDPoD - Information Portal Development Platform. Initiated by ACFTU, the goal is to enable base-level trade unions to create their own websites easily using open source solutions like Zope. The initiative addresses the lack of resources and technology at various union levels and strives to consolidate information and resources for labor movements under one platform. By 2005, we aim to have over 14 dynamic websites operating smoothly on the new system.

Background • ACFTU created first web-site in internet in 1998(static html) • CMS for ACFTU was built in 2001 • base-level trade union organizations wanna have their own web-site • we try to find a way to use open source software which like zope(application server for building content management systems, portals) to build a new application system. • base-level trade union can create their website without a lot of technology, without html skills, easily and quickly.

Situation and Problems • [Problem 1] no succeed experience to apply the same system in a whole country organization • [Cause(s) of Problem 1] provincial trade unions and base-level trade union organization has no budget to apply the project. • [Problem 2] lack of the information source • [Cause(s) of Problem 2] information source in other dept. not in information center. The information center is just a technical support dept.
Long-term Objectives • All the provincial trade union join the project and create their web site on this Platform • All the information , documents, and other labour movement resource can be found in the system
Immediate Objectives • ACFTU has more than 14 independent dynamic web site for different depts, including the main website – www.acftu.org , when the project finished. All these web site will be transferred to the new platform. • Some provincial trade union’s web site will be transferred to the new platform. • Some provincial trade union without web site will be trained to have a web site.
Activities • 1. Analyse the requirement of project • 2.Analyse the function of Content Management Framework (CMF) form Zope ,decide to use CMF to building content management applications or to modify the code for matching the requirement of project. • 2.Database design • 3.web design and template design • 4.program development(code) • 5.test • 6.probation • 7.fix the bugs • 8.training the user • 9.buy a new IBM AS400 server to run new system

Indicators of Achievement • New CMS is fully functioning. • Web sites in existence run normally on the new platform • In the next year, at least 5 provincial trade unions create their portal web site use the platform .
Risk Analysis and Risk Management • [Risk Factors] • knowledge and of XML template, we has no experience on developing with XML • speed of JAVA language, the execute speed limited by hardware, and perhaps to effect the efficiency of web creating. • [Risk management plan] • prepare to training the developer for XML developing • update the server with memory and cpu
