The Statistical Master Plan • A 15 year plan (2005 – 2015) • Grew out of a multi-donor PARIS 21 evaluation of strengths and weaknesses of the Cambodian official statistics system • Driven by a desire to be less driven by donor whims when it comes to the programme of survey and capacity building activities that NIS implements.   3. The Statistical Master Plan (2005-1015) • Finalised in mid-2005 when the new 5 year plan (NSDP) was only half way through preparation. So it could not relate directly to the M&E requirements of the NSDP • However, there was an agreement in 2003 that the NSDP would use the CMDGs as the ultimate outcome goals for M&E. • There was already a draft Statistics Law and outline of the National Statistical System in place. • So the SMP and NSDP are entirely consistent. Role of Statistical Master Plan • SMP sets out the vision of the Cambodian National Statistical System (NSS) and the role of official statistics through to 2015 • SMP lays out time frames such as for major national household surveys censuses and major surveys and population census (2008) • The frequency and timeliness of statistics dissemination were highly considered, especially with regards to M&E requirements in NSDP • Link to Rectangular Strategy; NSDP, CMDGs; Public Financial Management reforms; and Governance Action Plan Role of Statistics Master Plans

Role of Statistical Master Plan • Budget requirements were set out according to both the NSDP M&E requirements and national statistical system • The frequency and timeliness of statistics dissemination were highly considered, especially with regards to M&E requirements in NSDP • SMP commits Government to gradually ramp up its financial commitment to core statistical tasks • For successful implementation, SMP requires adequate human resources, thus a long term plan for capacity and infrastructure development. Challenges • Possible financing gaps as government may not be able to respond to the need to ramp up its budget allocation • Lack of demand for statistics or evidence-based policy making • SMP needs effectively-enforced Statistics Law and effective coordination bodies; • It needs core staff capacity to implement the SMP Role of Statistics Master Plans
