Energy Efficiency • Austrian Energy Strategy: stabilisation of final energy consumption at 1100 PJ (=consumption 2005) • includes target of the EU Energy Service Directive • 2016: -9% / -80.4 PJ • Target split-up among sectors • Heating and Cooling -10% • Energy intensive industries + 15% • Small industries, services, agriculture and other household demand + 10% • Transport -5%

Sectoral Contribution:Electricity/Energy supply • RES-Share: from 60.8% (2005) to 70.6% (2020) • Measures • Green Electricity Act • Austrian Gas Act • Austria’s Heating and Cooling Network Expansion Act • Mobilisation of biomass and use of local and district heating networks • Planned: Biogas and biomethane strategy

Sectoral Contribution:Electricity – Targets 2020 • Electricity • + 3,5 TWh hydropower (+ 9%,+ 750 MW) • + 2,8 TWh wind power(+ 140%, + 1.300 MW) • + 0,4 TWh biomass (+ 9%, + 65 MW) • + 0,3 TWh PV (+ 860%, + 300 MW) • Heating & Cooling • + 0,2 TWh geothermal energy (+ 100%, + 100 MW) • + 1,6 TWh solar energy (+ 100%, + 4,25 mio. m² resp. 3 GW) • + 2,3 TWh biomass (+ 6%, + 1,1 mio. m³ wood) • + 1,8 TWh heat pumps (+ 130%) • Renewables in transport • - 0,6 TWh biodiesel (- 60 kt) • + 0,3 TWh bioethanol (+ 40 kt) • + 1,1 TWh renewable electricty (+ 60%)

Sectoral Contribution:Heating and Cooling • RES-Share: from 24.3% (2005) to 32.6% (2020) • Measures: • Technical rules in the building code of state governments • Agreement pursuant to Article 15a of the Federal Constitutional Law • Austria’s Environmental Aid Act (UFG) • Environmental Assistance in Austria (UFI) • Planned: Further development of legal specifications in the building sector and of eligibility criteria

Sectoral Contribution:Transport • RES-Share: from 0.6% (2005, without electricity) to 11.4% (2020, with electricity) • Measures: • Biofuels Directive • Law on the taxation of mineral oils • Action programme for natural gas and biogas • Austrian Action Programme for Mobility Management • Discussed: Accelerated introduction of electro-mobility

Sectoral Contribution:Transport • Biofuel directive • in 2008: 5.75% for gasoline and diesel • in 2009: 3.4% of petrol / 6.3% of diesel • Planned from 2012/2017: E10/B10 • Promotion of electro-mobility and low-emission vehicles: • Several programmes by the national and the state governments • Exemptions from Fuel Consumption/Pollution Tax, Insurance Tax, Motor Vehicle Tax for electric or low emission vehicles • Subsidies for fleet conversion, fuel tank installations • Promotion of mode shift • e.g. driving → cycling or walking • including support for combined transport on of the Danube waterway

  17. Other measures • Production, services in industry, business and small-scale consumption • Certification of installers • Energy efficiency consulting for SME and households, introduction of energy management systems, preparation of energy concepts • Security of energy supply • Development of the Austrian transmission and distribution network • District heating and cooling • Development and enabling of environmentally beneficial electricity storage • No cooperation mechanisms
