Why Expansion?

For the 2010 Census, an urban area will comprise a densely settled core of census tracts and/or census blocks that meet minimum population density requirements, along with adjacent territory containing non-residential urban land uses as well as territory with low population density included to link outlying densely settled territory with the densely settled core.

  • UA defined by Census; where there is UA, there is MPO. We *MUST* include it. Mars Hill, and Etowah fit this category in 2010.
  • Leicester, Jupiter, and other “places” also came in but would not change membership of MPO

  • The French Broad River MPO did not draw these boundaries. They are done by the US Bureau of the Census, and the MPO is bound to do transportation planning for those areas per 23 USC § 134(e)(2)(A):

(2) Included area.— Each metropolitan planning area—

(A) shall encompass at least the existing urbanized area and the contiguous area expected to become urbanized within a 20-year forecast period for the transportation plan

  • In addition to the Census-designated UZA, the MPO is bound to do transportation planning for additional areas per 23 USC § 134(e)(2)(A):

  • MPO has standing in Federal Legislation; Plans formally recognized by FHWA & NCDOT
  • STP-DA Funds: Funding for bricks & mortar small projects available with match. Competitive application process
  • TA Funds-also to be allocated by MPO; based on new Federal Bill & not tested yet.
  • Bigger pond—harder for projects to compete, but once chosen have more collective weight

  • Need to appoint a primary and alternate to the MPO board
  • Dues—presumably still paid by the County (but that is a matter between the Town and Madison County)
  • There is still not enough funding to build everything in the plans—prioritizing is still a key focus
