Make recommendations for SV’s future direction Ensure SV continues to address the contemporary needs of Victorians – deliver long lasting outcomes from cost effective programs. Provide input to the development of SV’s new strategic plan. • Review consultation: • 16 public forums across Victoria • 4 workshops in Melbourne • 30 in-depth phone interviews with stakeholders • 50 face to face meetings • 120+ submissions • 516 online survey responses • More than 80 SV staff attended workshops

SV’s effectiveness Impact has been measured in three headline measures; Carbon dioxide abated More than 12m tonnes Diversion of waste from landfill 700,000 tonnes Reach 3m Victorians since 08/09 Measures mostly reflect projects and programs Not possible to aggregate CO2 abated is about 10% of Victoria’s annual emissions Three projects deliver almost all the abatement

Integrated waste management SV has a mandated role in statewide strategy and planning in waste Priority areas to address: Organics Landfills and resource recovery Market development Product design and stewardship Materials efficiency Data collection and analysis Litter rebuild capability and expertise (market understanding) reestablish relationships with waste management groups
Materials & resource efficiency SV has discretion to target and focus other parts of its work Applying the principles and stakeholder feedback key areas stand out Energy efficiency programs esp to support business Distributed, local energy supply Improvements to efficiency of existing building stock Education and community engagement become important enablers that are strategically aligned to core focus Need to be more focused but without losing holistic/ integrated thinking
Governance & coordination To ensure high standards of governance, accountability and performance, our objectives for the next three years are to: Improve our compliance with Government standards Increase our accountability, transparency, effectiveness and efficiency in line with Government standards Increase the delivery of complementary and aligned programs that achieve shared porffolio goals and align with Victorian Government directions
Evaluation and evidence base To build an evidence based culture, our objectives for the next three years are to: Achieve evidence based prioritisation of investment decisions between and within the Strategic Plan’s priorities Achieve evidence based design, planning, implementation, evaluation and adaption of our programs Demonstrate the outcomes of the Strategic Plan and associated programs using evidence Provide credible and useful advice to assist with the incorporation of sustainability principles and actions in policy frameworks Develop and maintain an evidence base that supports our decision making and demonstration of outcomes.
State-wide engagement To successfully engage Victorians across the state and build our regional presence, our objectives for the next three years are to: Maximise opportunities for regional Victorians to access programs that deliver Integrated Waste Management and Resource Efficiency outcomes Strengthen strategic relationships with key sectors and stakeholders Improve our reputation with stakeholders, clients and audiences
Sustainability Fund Work with DSE to improve governance Provide advice on a longer term strategy and approach to investments and programs Better align programs and administration to SV programs Better align SF and SV grants process
Strategic reinvestment of the landfill levy Minister recently announced the following new funding packages as part of a new ‘Conserve, Invest and Save’ strategy. These are the first of a series of funding packages to address our priority areas of organics, and landfill and resource recovery in regional and rural Victoria. $3.5 million Rural Landfill support package The Transition Support to Improve Rural Landfill Infrastructure package will help rural landfill operators to transition to best practice standards. $5.5 million Regional Organics Recovery and RWMG support packages $2.5 million will fund a regional organics recovery strategy to support organic waste collection systems, processing and market development across regional Victoria. This project will be led by Sustainability Victoria in partnership with regional waste management groups (RWMGs) and regional and rural local councils. $3 million will support RWMGs to fund priority waste projects in regional Victoria over the next two financial years.
State Government election commitments Budget Expenditure Resource Committee (BERC) projects we are delivering this financial year: Energy efficiency rebates for low income Victorian households Vic Gov committed $5m over 2 years to help support and ease the increased costs of living for eligible Victorian concession card holders. Gas Heater Rebate is a $700 discount off supply and installation costs for eligible concession card holders when switching from an electric heater to a 4star or higher gas heater. Whitegoods Appliance Rebate of $100 off the purchase price of energy efficient fridges and washing machines. ResourceSmart AuSSi Vic Vic Gov committed $8.4m over four years to build on and expand ResourceSmart AuSSi Vic program across more Victorian schools. Includes a one-off Education Facility Energy Efficiency Grant to undertake energy audits or install energy efficient or sustainable infrastructure. Resource Efficiency Business Program Vic Gov committed $5m over 2 years to support small to medium sized Victorian businesses and reduce increasing business costs.
Resource Efficient Business program To strengthen Victorian small and medium businesses and grow the economy by: Helping businesses reduce business costs through efficient use of resources Recognising businesses that have implemented resource efficient practices in their operations Enabling businesses to communicate their achievements for competitive advantage Key aspects of the program focus on reducing costs by shifting to more environmentally sustainable practices such as using energy, water and materials more efficiently and reducing waste and pollution. Resource Efficient Business program Program is being developed in consultation with leading business and industry groups, environment and government organisations. Consultation process will commence shortly and include formal submissions and workshops with key groups including AiGroup. Discussion paper will be available at www.resourcesmart.vic.gov.au
