Educational Objectives The main objective of the training and education aims to systematically provide appropriate knowledge and skills with a view of creating ICT awareness so that high ranking officials can fully understand and initiate smart e-Government and citizen oriented e-Service delivery as follows: │Creating awareness of recent ICT trends │ Spreading technology trends and advanced cases │Understanding of the strategy of IT based green e-government and its infrastructure │Strengthening the leadership of managers to play a leading role in initiating green IT │Understanding of state-of-the-art methodology for satisfying citizen and its skills │Understanding of national informatisation strategies and cases 1 e-Government Innovation Centre eG.InC and Connecting Leading

Eligibility of Applicants High-ranking civil servants such as permanent secretary, deputy permanent secretary, director, deputy director, assistant director, special duty officers, CIOs and CTOs are all eligible to participate in the training programme. Eligibility also applies to equivalent positions in the public sector, private sector and industry (i.e.: Government linked company (GLC)). 2 e-Government Innovation Centre eG.InC and Connecting Leading

  8. Benefits upon Upon successful completion, a UBD certificate and membership to the alumni association of UBD will be granted. This certification is given official recognition by the Brunei National Accreditation Council and qualifies as Professional Certification. 3 e-Government Innovation Centre eG.InC and Connecting Leading

  9. 3 Consultation on management and technology Our graduates and their organisations are given higher priority when requesting consultation services associated with e-Government and the National Innovation System. Support will be provided by UBD academics, KAIST professors and the expert network group. Completion In addition, graduates will also receive the following: 4 Long-term relationship between UBD and KAIST e-Government Centre Graduates will continue to receive special dispensation upon completion, as they will be prioritised at seminars, conferences, and forums organised by UBD and its partners. 1 Membership to the expert network of eG.InC Allows them access to resources and expertise from UBD, KAIST and other partners. 2 Use of educational and research facilities Graduates can utilize UBD facilities including library, computer resources, related R&D or education centre. 4 e-Government Innovation Centre eG.InC and Connecting Leading

As the training course of eG.InC is a very intensive course which requires full commitment to and concentrated effort for study and participants are not allowed to withdraw from the course at their own option once the course starts, participants are required to: Participants’ Responsibilities 5 e-Government Innovation Centre eG.InC and Connecting Leading

  11. 2 3 1 • TO CONDUCT group project to be allocated, should be submitted within the training period, and be passed through research quality committee - tentatively named - comprising of professors or doctors from UBD and KAIST. • TO MAINTAIN an appropriate study loan and achieve satisfactory academic progress for the course. If the participants fail to attain certain grades required by the programme, they will not be able to obtain the certificate. • TO ATTEND all of the classes and workshops including visiting Korean sites. Any student who without good reason, has failed to attend class shall be prohibited from sitting for the exam. In the event participants will be absent for any of the following reasons, they must notify eG.InC in advanced. │Death of an immediate family member (grandparents, parents, and siblings) or equivalent circumstance. │Official tasks approved by their affiliation. 6 e-Government Innovation Centre eG.InC and Connecting Leading

  13. Orientation When the course starts, there will be an orientation for e-Government Programme at EGNC. The orientation aims to provide participants with useful information on the programme and general information during the course. The orientation is composed of three parts: │Introduction of the programme │Korean trips and │Project and tasks to be completed 8 e-Government Innovation Centre eG.InC and Connecting Leading

  15. Participants are required to sit for a TWO (2) hours examination after completing regular lectures. The examination serves to evaluate general knowledge acquired in all of the subjects introduced in the training. Examination Lecturers will provide participants with a homework associated with the subject. Group Assigned Project and Individual Presentation Participants are required to form a project team comprising of THREE (3) members and submit their project report to the training department of EGNC. Training department of eG.InC will prepare for the project lists, which have been recognised as urgent and important tasks to be completed in next e-Government initiatives of Brunei and possible projects and tasks will be allocated to project teams. This project tasks will be conducted and elaborated through workshops. During the workshop, every participant is required to present individually on workshops. Project teams are comprised of THREE(3) persons and individual three participant has therefore chance to present (i) proposal of project, (ii) mid report of project; and (iii) final report of project while conducting research project. 11 e-Government Innovation Centre eG.InC and Connecting Leading

Purpose The purpose of Korea onsite training is to learn from Korea’s experience in establishing and rolling out e-Government initiatives through interview, presentations and knowledge-sharing with agencies that are responsible for e-Government services. Visiting Korea agencies are sorted by the flagships projects of Brunei Darussalam which have broader effects on the country. In this regard, Brunei participants, whose groups assigned projects are in line with the flagship projects, might be able to acquire strategies, policies, standard, implementations, and know-how to initiate the cross-ministry e-Government projects and services. Objectives │Understand (i) how government organisation has been restructured, and (ii) how e-Government act as an engine to realise national innovation system (NIS), before implementing ICT and e-Government. │Understand how common services can be identified and managed. │Understand how to identify flagship projects or killer applications, having broader effect on the country. │Set a direction regarding how to conduct the group assigned projects through the participants’ presentation and Q&A. │Ensure that the group assigned projects focused on the flagship projects will be practical in an effective way of discussing with policy makers, practitioners, service provider, and even private company of Korean agencies that is related to the projects.   26. eG.InC Accomplishment After only four months of establishment, the e-Government Innovation Centre (eG.InC) has been shortlisted for the FutureGov Awards 2011 after competing with more than 20 countries in the Asia-Pacific region. eG.InC will be competing for the Technoloy Leadership awards category which recognises vision and project management excellence in technology deployment. The FutureGov Awards is the international benchmark used in judging public sector innovation. It also celebrates agency and project success, as well as the most successful city modernisationprogrammes in the region.
