  2. Fixed Service Proceedings at FCC • FCC actions in past year relating to the Fixed Service: • none • FCC proceedings overdue for resolution: • 18 GHz rechanneling • 2-foot antennas at 11 GHz • FWCC-SkyBridge agreement • interference temperature • (more).

  3. 18 GHz Rechanneling • 2000-2001: FCC split 18 GHz band between FS and FSS • inadvertently eliminated 5 and 6 MHz FS channels • left only 10, 20, 40, 80 MHz • May 2002: FWCC and NSMA jointly filed for waiver: • asked to coordinate 2.5, 5, 6, 30, and 50 MHz channels • no opposition • April 2004: FCC released NPRM • no opposition • Awaiting FCC action.

  4. 2-Foot Antennas at 11 GHz • May 2004: FiberTower filed petition for rulemaking • 2-foot antennas at 11 GHz (present rules require 4-foot) • provides service where not possible otherwise • also: lower cost, better esthetics, zoning compliance • proposed coordination rules fully protect 4-foot users, satellite earth stations • place any disadvantage on the 2-foot user • Sole opposition: satellite industry fears more FS use • October 2004: FiberTower filed request for waiver • Awaiting FCC action.

  5. FWCC and SkyBridge • November 1998: FCC proposed SkyBridge downlink gateway stations in 10.7-11.7 GHz FS band • December 1999: FWCC and SkyBridge filed joint proposal for sharing in the band • December 2003: FCC issued NPRM based on variation of the joint proposal • in comments, FWCC and SkyBridge jointly reasserted their original proposal • Awaiting FCC action.

  6. Interference Temperature • November 2003: FCC issued NOI/NPRM • NPRM proposed unlicensed devices in 6525-6700 MHz, 12.75-13.25 GHz FS bands • based on detect-and-avoid (DAA) technology • April-May 2004: strong opposition, negligible support • FWCC shows DAA cannot protect FS receivers • Awaiting FCC action.

  7. Other Pending FS Proceedings • Proposed abolition of Part 101 spectrum efficiency rules • Earth Station Vessels (reconsideration phase) • Proposed power increase at 57-64 GHz • Use of 18 GHz for “final RF link” to deliver video • Proposed changes at 37.0-40.0 and 42.0-42.5 GHz. • All are due (or overdue) for FCC action.
