Purpose for Rezoning • Eagle Mountain-Saginaw ISD has been a fast growth district for the past 15 to 20 years. • 615 students are new to EMS ISD this year. • In 2015, the 2nd quarter starts and closings have been the highest since 2008. • 80% of the District’s housing starts come from Greenfield and Parkview (Marine Creek Ranch), Lake Pointe, Chisholm Ridge, and Comanche Springs. • We are expecting an increase of 2,400 students in the next five years. • 1,000 students will be elementary. • The District has purchased additional land in the Marine Creek area to prepare for future growth.

  4. Process/Timeline • The District and Demographer have been working on the possible attendance zone modifications in this area. • Community meetings will be held at Parkview Elementary on Thursday, November 5th, and Elkins Elementary on Thursday, November 12th at 6:30 p.m. • Community input will be collected and evaluated. • A report will be given at the November 16, 2015 Board meeting. • An action item will be presented at the December 14, 2015 meeting for the Board’s consideration and approval.

  5. Attendance Zone Considerations • Optimize Space– Efficient use of buildings to reduce overcrowding in building when possible. • Neighborhood Unity– Will make best effort to keep subdivisions together. • Natural Lines– Will attempt to use natural boundary lines when possible. • Growth– Best effort will be made to plan for future development so that lines do not have to be redrawn between scheduled campus openings. • Contiguous Boundaries– This will prevent an area from being isolated from surrounding neighborhoods. • Socioeconomic Factors– Consideration will be given to the socioeconomic make up of each attendance zone. • Transportation Costs– Bus routes will be a consideration as attendance zones are developed. • Family Impact – Best effort will be made to consider the impact that changing attendance zones will have on families. • Feeder Pattern Alignment – Students will stay together as they move through elementary, middle school, and high school.

  6. In-District Elementary Transfer Process 2016-2017 • January 11 – Post transfer guidelines and transfer request forms • February 15 – April 22 – Transfer requests received • May 23 – Transfer requests reviewed (approved/denied) • June 27 – Review late transfer requests (approved/denied)
