  2. Regulatory Approval Status The official Regulatory approval timeline & close date of the joint STM application is undetermined at this time. Since the transition was not included in the September 12th PUCT Open Meeting agenda, a November transition timeline has been proposed in Workshop III. The stipulation agreement states that Joint Applicants are to begin the transition process (i) on October 1, 2019, using Oncor's meter reading cycles 5, 12, and 20, if the Proposed Transaction closes on or before September 24, 2019, or (ii) on October 31, 2019, using Oncor's meter reading cycles 5, 12, and 20, if the Proposed Transaction closes between September 25, 2019 and October 24, 2019.

Transition Timelines • Impacted ESI IDs will be transitioned on their regularly scheduled Oncor cycle dates. • ERCOT will provide each REP cross reference lists of ESI IDs for which they are the REP of Record (ROR) seven (7) calendar days prior to the scheduled transition date. • DNP activity should be suspended for transitioning ESI IDs five (5) days immediately preceding the scheduled transition dates. • “True” Switch requests should be submitted to Oncor three (3) business days prior to scheduled transition dates. • Oncor and AEP Texas request that REPs submit MVOs & MVIs at least two (2) business days prior to the scheduled transition dates.

  6. November 2019 -- Transition Cycle Dates Transition Dates begin on October 31, 2019. Oncor cycles 5, 12, 20. AEPTX cycles 4, 11, 19. Dates may adjust if the PUCT approves a different transition date.

ERCOT Assistance During Transition Via MarkeTrak, ERCOT will provide REPs of Record with their lists of ESI IDs requiring transition MVOs to Oncor and transition MVIs to AEP Texas on a weekly basis according to the Transition Schedule. MVOs must be sent to Oncor 2 business days prior to the cycle date with a requested date of the cycle date. • For transitioning ESI IDs, REPs must submit MVOs coded “B44” to avoid de-energization of premise. • For “true” MVOs, do not send the “B44” code. **RORs should send their transition MVOs and MVIs after receiving their respective lists to ensure greatest accuracy.** A preliminary sample of the spreadsheets to be distributed via MarkeTrak is included here:

Both TDSPs will post transition information within 1 week following PUCT approval. • When will AEP Texas release 814_20 ESI ID Create to establish ESI IDs in the market? • 10/16/19 • For REPs who are CSA holders, when should ERCOT provide REP-specific ESI ID lists for Adds & Deletes prior to transition? • 10/24/19

MVIs to AEPTX will show usage starting on 10/1/19 00:00. • For Smart Meter Texas, will Historical Usage be transferred from Oncor ESI IDs to AEP Texas ESI IDs? • Yes. • Will Interconnection Agreements transfer from Oncor to AEP Texas? • Yes.

Q&A ResponsesFrom Previous Workshops… (con’t) • Which TDSP will send the daily LSE file for the transition date? • AEP Texas. • Any LSE file delays anticipated during the transition period? • No. • How will interval data be handled during meter transition between Oncor and AEP Texas? • Once AEP Texas establishes full communication with the meter, they will perform gap retrieval to acquire any ‘lost’ intervals. • If estimation is required, AEP Texas will perform the estimation. • Will the same midnight register read be used for Oncor’s 867_03F and AEP’s 867_04? • Yes. • If register read is unavailable, Oncor will estimate and provide the read to AEP so both companies are using same out/in read.
