Proposal No. 2008-14 DEFINITION OF PSA -- ENROLLMENT AND ATTENDANCE IN SUMMER CLASSES PRIOR TO INITIAL FULL-TIME ENROLLMENT • No longer a PSA for contact limitations in NCAA Bylaw 13; and • Considered an SA for Bylaw 16. • When he or she officially registers, enrolls and attends classes during the summer prior to initial full-time enrollment. • Effective: January 17, 2009.

  4. Proposal No. 2008-16 CONTACTABLE INDIVIDUALS -- SA WITHDRAWN FROM FOUR-YEAR COLLEGE -- EXCEPTION -- OFFICIAL CHURCH MISSION • No contact with an SA who has begun service on a church mission without permission from the SA's previous institution. • If SA signed NLI and attended full time. • Applies up to one year after completion of mission if SA does not re-enroll. • Effective: August 1, 2009.

Proposal No. 2008-20-A FOOTBALL EVALUATIONS -- EVENTS ORGANIZED AND CONDUCTED BY SCHOLASTIC ATHLETICS GOVERNANCE BODIES -- OTHER EVALUATION EVENTS • Live athletics evaluations are permissible at events organized and conducted solely by a state high school athletics association, state preparatory school association or state or national junior college athletics association. • Staff members shall not attend a recruiting event in which information related to PSAs is presented or made available. • Effective: August 1, 2009.

  6. Proposal No. 2008-22 INSTITUTIONAL POSTCARDS • Institutional postcards may be provided to PSAs, parents, coaches, etc. • May not exceed 4 ¼ x 6 inches. • May contain only the institution's name and logo or an athletics logo on one side when produced and may include only handwritten information (e.g., words, illustrations) on the opposite side. • Effective: August 1, 2009.

  7. Proposal No. 2008-23 ELECTRONIC TRANSMISSIONS -- EXCEPTION -- AFTER RECEIPT OF ROOM OR TUITION DEPOSIT • No limit on the forms of electronically transmitted correspondence that may be sent to a PSA on or after May 1 of senior year in high school, provided: • The institution has received his or her room or tuition deposit in response to the institution's offer of admission. • Effective: January 17, 2009.

Proposal No. 2008-24 OTHER RECRUITING MATERIALS POSTED TO INSTITUTION'S WEB SITE • General information (e.g., information not created for recruiting purposes) posted to an institution's Web site (e.g., press release, competition schedule) may be provided to a PSA. • E-mail, hyperlink, facsimile or black and white attachment to general correspondence; or • During any permissible on- or off-campus contact. • Effective: January 17, 2009.

Proposal No. 2008-30-B EMPLOYMENT OF HIGH SCHOOL/COLLEGE-PREPARATORY SCHOOL/TWO-YEAR COLLEGE COACHES AS SPEAKER/PRESENTER IN ATHLETICALLY RELATED INSTITUTIONAL ACTIVITIES -- BASKETBALL • Institution may not employ as speaker or presenter in athletically related events or activities: • Individual who is involved in coaching PSAs or is associated with PSAs a result of PSA's participation in basketball. • Effective: January 17, 2009.

  10. Proposal No. 2008-37 EXCEPTIONS FOR TRANSFERS FROM FOUR-YEAR COLLEGES -- CHURCH MISSION • Eliminates the church mission exception to the transfer residence requirement for transfers from four-year colleges. • Effective: August 1, 2009.

Proposal No. 2008-76 TRYOUTS AND SPORTS CAMPS AND CLINICS -- DEFINITION OF PROSPECTIVE STUDENT-ATHLETE – MEN'S BASKETBALL • PSA is an individual who has started classes for the seventh grade. • Relates only to the tryout rule and the regulations related to camps and clinics. • See also Proposal No. M-2009-3. • Effective: January 17, 2009.

NCAA Educational Column- 9/11/08-- Recruiting Video/Audio Materials -- Computer Recruiting Presentations • An institution may produce a computer recruiting presentation to show a prospective student-athlete during any permissible on- or off-campus contact.  • In addition, the computer recruiting presentation may be posted on the institution's Web site.  A computer recruiting presentation may not be created by an entity outside the institution, and may not be personalized to include a prospective student-athlete's name, picture, or likeness.  • Further, such computer recruiting presentations may not include any video/audio component or any features (e.g., sound effects, animation) that are not included with the presentation software program.

NCAA Educational Column- 9/11/08-- Recruiting Video/Audio Materials -- Computer Recruiting Presentations • Therefore, any highlight film/videotape/audio tape incorporated into a computer recruiting presentation may not include clips of activities that are indirectly related to the contests (e.g., team travel, team meals, entertainment activities, practice activities, institutional facilities).  • However, a computer recruiting presentation may include clips of actual athletics contests and activities that occur on the day of the contest that are directly related to the contest (e.g., pregame player introductions, half-time band and cheerleader performances, locker-room talks, crowd reactions, sideline coaching staff activities, post-game on-field award presentations).  • Lastly, a computer recruiting presentation may include still photographs of activities not directly related to a contest in the recruiting presentation.

  16. New NCAA Interpretations 13.4.1.2. Electronically Transmitted Correspondence • You may send email using a social networking Web site’s email feature (MySpace, Facebook). • You may “friend” a PSA on the social networking sites. This confirms only your potential recruitment of the PSA.

Electronically Transmitted Correspondence • You MAY NOT send electronic correspondence to the PSA via the comments feature on MySpace or the wall-to-wall feature on Facebook. • You MAY NOT comment about the ability or contributions of the PSA on the site. • Text Messaging and IM is not allowed.

NCAA Proposal No. 2008-13-B EXCEPTION FOR PRIZE MONEY FOR STUDENT-ATHLETES -- OUTSIDE THE PLAYING SEASON DURING THE SUMMER VACATION PERIOD -- INDIVIDUAL SPORTS • Permissible to accept prize money based on place finish or performance in an open event. • Outside the declared playing and practice season. • During the summer vacation period. • Not to exceed actual and necessary expenses. • Only provided by event sponsor. • Effective: April 30, 2009.

Proposal Nos. 2008-79 and 2008-79-1 PROFESSIONAL BASKETBALL DRAFT -- FOUR-YEAR COLLEGE STUDENT-ATHLETE -- MEN'S BASKETBALL • SA will not jeopardize eligibility if, by May 8: • Withdraws name and declares intent to resume college career; • Submits declaration of intent to athletics director; and • Is not drafted. • Effective: August 1, 2009.

Proposal No. 2008-12 PERSONNEL -- LIMITATIONS ON NUMBER OF OFF-CAMPUS RECRUITERS AT ANY ONE TIME -- EXCEPTION -- BASKETBALL -- JULY EVALUATION PERIODS • A coach replaced for off-campus recruiting does not have to return to campus before engaging in additional recruiting activities. • Only three coaches recruiting off campus each day. • Effective: April 30, 2009.

Proposal No. 2008-15-B DEFINITION OF PROSPECTIVE STUDENT-ATHLETE -- INSTITUTIONAL ORIENTATION SESSION • No longer a PSA for contact limitations in Bylaw 13; and • Considered an SA for Bylaw 16 as of the opening day of the orientation session provided: • Recruited PSA signed an NLI or admission and/or aid agreement. • Has reported to an institutional orientation session open to all incoming students within 14-calendar days before the opening day of classes of a regular academic term. • Effective: April 30, 2009.

Proposal No. 2008-25-D REQUIREMENTS FOR OFFERS OF ATHLETICALLY RELATED FINANCIAL AID -- COMPLETION OF AMATEURISM CERTIFICATION QUESTIONNAIRE • Institution shall not provide a high school, preparatory school or transfer (if applicable) PSA a written offer of athletically related financial aid until he or she has completed the amateurism certification questionnaire administered by the Eligibility Center. • Effective: August 1, 2010.

Proposal No. 2008-29 VOLUNTARY SUMMER CONDITIONING -- SPORTS OTHER THAN FOOTBALL AND BASKETBALL • PSA may engage in voluntary workouts conducted by strength and conditioning coach with department-wide duties, provided: • Enrolled in summer term prior to the student's initial full-time enrollment at certifying institution. • Institution may finance medical expenses for a PSA who sustains an injury while participating in such workouts. • Effective: April 30, 2009.

  40. Proposal No. 2008-67 RECRUITING CALENDARS -- SOFTBALL -- CONTACT PERIOD AUGUST 1 THROUGH THE DAY PRIOR TO THANKSGIVING DAY • Establishes a contact period from August 1 through the day prior to Thanksgiving Day. • Effective: April 30, 2009.

Proposal No. 2008-68-B ADMINISTRATIVE REGULATIONS -- RECRUITING CALENDARS -- WOMEN'S LACROSSE -- FALL EVALUATIONS -- LIMITATION ON EVALUATIONS OF LACROSSE ACTIVITIES • During the fall contact period, evaluations of PSAs participating in lacrosse activities are limited to the three weekends prior to Thanksgiving. • Effective: August 1, 2009.

Proposal No. 2008-33 CRITERIA FOR DETERMINING SEASON OF ELIGIBILITY -- DELAYED ENROLLMENT -- WOMEN'S VOLLEYBALL • Adds women's volleyball to current tennis and swimming and diving rule. • If no full-time enrollment within one year of high school graduation and participates in organized events, charged with a season of competition for each year of participation and must fulfill an academic year in residence. • Effective: August 1, 2010, for SAs initially enrolling full time in a collegiate institution on or after August 1, 2010.

  44. Proposal No. 2008-34 CORE CURRICULUM TIME LIMITATION -- STUDENTS WITH EDUCATION-IMPACTING DISABILITIES • PSA may use up to three core courses completed after high school graduation to satisfy core curriculum or minimum grade-point average, or both. • Waiver process still available. • Effective: August 1, 2010, for SAs initially enrolling full time in a collegiate institution on or after August 1, 2010.

  45. Proposal No. 2008-36 INTERNATIONAL COMPETITION WAIVER -- USE OF CREDITS EARNED • Credits earned during the term or terms to which an international competition waiver applies may be used to satisfy the 24/36 hour, percentage-of-degree and grade-point average progress-toward-degree requirements. • Effective: August 1, 2009.

Proposal No. 2008-38 FOUR-YEAR COLLEGE TRANSFERS -- COMPETITION AND RECEIPT OF ATHLETICALLY RELATED FINANCIAL AID IN YEAR OF TRANSFER -- TENNIS • Midyear transfer who qualifies for an exception to the residence requirement shall not be eligible for competition until the following academic year if he or she: • Competed during the same academic year at the previous institution; and • Received athletically related financial aid during the same academic year from the previous four-year institution. • Effective: August 1, 2010.

  47. Proposal Nos. 2008-75 and 2008-75-1 EARLY ACADEMIC CERTIFICATION -- SUBMISSION OF TRANSCRIPT • Early certification SAs. • Requires submission of final transcript to Eligibility Center. • Official or unofficial. • Deadline: • Enrollment in first term of academic year: February 1 following the SA's initial full-time enrollment. • Enrollment after first term: February 1 of the following academic year. • Waiver available. • Effective: August 1, 2009.

  48. Proposal Nos. 2008-77 and 2008-77-1 TWO-YEAR COLLEGE TRANSFERS -- SUBMISSION OF INFORMATION NECESSARY TO DETERMINE ACADEMIC INITIAL-ELIGIBILITY STATUS • 2-4 and 4-2-4 transfers. • Requires submission of transcripts and test scores to Eligibility Center. • Official or unofficial. • Waiver available. • Effective: August 1, 2010; applicable to two-year college transfer SAs who initially enroll in a Division I institution on or after August 1, 2010.
