  1. RHÖN-KLINIKUM AG European Health Forum Gastein 02.10.2003 „Attracting investment of capital in accession countries – opportunities and policy deficits“ Dipl.Volkswirt Stephan Achner Head of Department RHÖN-KLINIKUM AG

  2. Corporate philosophy (1) • Hospital treatment for anyone at anytime • Cooperation with local/regional/federal authorities and health insurance companies • Patient treatment on a high-level of quality: Well medicine outcome (measured by indicators) caused by high amounts of patient, i.e. heart-surgery, kardiology, apoplectic-fit

  3. Corporate philosophy (2) • For a wide range of inhabitants payable fixed-prices for every case of treatment • Rationalization instead of rationing (i.e. waiting-lists)

  4. Target of investments • Construction and management of hospitals under own property or Join-ventures • Acquisition and reconstruction of existing hospitals • Hospital as a providing institution for the whole population: Private ownership doesn`t mean private hospital only for the rich people • Immens rate of investment for low operating-costs

  5. Structure of a hospital • Building is the standard for all processes of treatment • Optimated processes of treatment: Medical centres and graduated treatment of care • Systematical use of Telemedicine between hospitals: Bring the expert to the patient – not bring the patient to the expert

  6. Necessary conditions (1) • Steady governmential surroundings – especially rules for hospital planning and hospital financing, which make possible and promote hospital construction, reconstruction and managing under private ownership • Possibility of amortization of capital expenditure • Efficient health insurance system

  7. Necessary conditions (2) • Doctors, nurses and other employees with high efficiency and positive mental engagement • Self-controlling organisation & processes based on division of labour, using state-of-the-art diagnostic and therapeutic procedures • Code of conduct and ethics for all employees (patient-orientation)

  8. Necessary conditions (3) • Motivation through profit sharing for all employees • Highly qualified and motivated staff • Strong quality control-system by outcome-analyses and rules

  9. Examples (1) • EU-Members: • Bismarck-System: Belgium; Germany; Luxemburg; Netherlands; Austria • Beveridge-System: Denmark; Finland; GB; Sweden; Spain • Bismarck-Beveridge-Mixed-System: France; Greek; Ireland; Italy; Portugal

  10. Examples (2) • New EU-members 2004 i.e.: • Czech Republic • Poland • Hungary

  11. Conclusion • “Export“ of patients for hospital treatment to foreign countries isn´t the solution. • The solution is to build up an efficient and payable hospital system for everyone at any time in own countries. It is possible!!
