DIRECTIVE 96/61/EC – IPPC IN ROMANIA Legal framework The EGO no. 34/2002on integrated pollution prevention, reduction and control, approved by Law no. 645/2002 Directive 96/61/EC concerning integrated pollution prevention and control Commission Decision 2000/479//EC on implementation of a European pollutant emission register (EPER) according to Art. 15 of Council Directive 96/61.EC concerning integrated pollution prevention and control MO no. 1144/2002on setting up the Register on the pollutants released in the environment by the activities falling within the scope of the provisions of EGO 34/2002, approved by the Law no 645/2002 Guidance Document for EPER implementation, according to Art. 3 of the Commission Decision MO no. 1440/2003 for the approval of the National Guidebook for carrying out the Pollutant Emission Register Prague - CZECH REPUBLIC, 11-13 April 2005

DIRECTIVE 96/61/EC – IPPC IN ROMANIA Legal framework MO no. 169/2004 approving the direct confirmation method of the Reference documents concerning Best Available Techniques (BREF) approved by the European Union (for 9 reference documents: chlor-alkali, non-ferrous metallurgy, cast iron producing, glass industry, fur and leather tanning, textile industry, food and milk industry, cooling industrial systems, monitoring). DIRECTIVE 96/61/EC – IPPC IN ROMANIA The situation of the transition period is presented in table below: For the implementation of the provisions of Directive 96/61/EC, out of the 716 inventoried installations, Romania requests transition periods for 195 „existing installations”. DIRECTIVE 96/61/EC – IPPC IN ROMANIA REPA ( Regional Environmental Protection Agency) Receives, analyses the necessary documentation (application) for the environmental integrated license/permit and manages the procedure of issuing the integrated environmental permit for projects, for new installations and “existing installations/activities specific to IPPC, according to MO 860/2002 and MO 818/2003 Prague - CZECH REPUBLIC, 11-13 April 2005

DIRECTIVE 96/61/EC – IPPC IN ROMANIA • 14 integrated environmental licenses have been issued up to the present: 1 for a slaughterhouse, 11 for waste landfills, 1 for modernization of a farm for intensive rearing of poultry and 1 for modernization of a farm for intensive rearing of pigs. • 4 integrated environmental permit have been issued up to the present • 35 applications are submitted at LAEP for primary analyses • other 65 applications for issue the integrated permit are programmed for submitted until the end of March 2005. The report includes emissions data from 2002 • In ongoing the second exercise for the Pollutant Emission Register.
