Strategic Directives Strategic Directives • SD-8.6: “Seek additional legislative authority by September 2008 for more effective enforcement by LEAs and the CIWMB, including… addressing illegal disposal” • SD-8.9: “Evaluate by January 2008 potential statutory and funding options to enhance local and regional capabilities to prevent and redress illegal dumping”

  4. Illegal Dumping Task Force • Illegal Dumping Enforcement Task Force (IDETF) Report presented to Board on March 10, 2007. Board directed staff to prepare an implementation plan and report back • Follow up Illegal Dumping Task Force meeting held on October 4, 2007

  5. CIWMB Team Illegal Dumping • Team Illegal Dumping (TID) held first meeting on July 11, 2007 • TID is composed of staff of both the Waste Compliance and Mitigation and the Sustainability Programs

  6. Key Activities • Assess extent of illegal dumping • Develop components of state and local programs to combat illegal dumping • Consider Early Implementation measures by September 2007 • Track progress on the cleanup of the 47 illegal disposal sites in the New River Area of Imperial County as a potential model for other areas of the state • Market available tools for tire sites to local governments including surveillance, helicopter flyovers, and CDDA contract • Propose regulatory, statutory, and financial assistance needed to remediate and prevent illegal dumping

  7. Key Activities • Assess enforcement authority in light of current and future compliance issues and future waste management infrastructure needs. • Work with LEAs to identify needed changes, develop legislative proposals, and assist legislative process

December 2007 Board Report • Illegal Dumping Program Implementation Plan based on IDETF Recommendations • Large appliance predisposal fee being addressed through Producer Responsibility Policies (Retailer Take-Back Program) • Tire Redemption Fee being addressed by increased tire amnesty day funding
